The problem is you are just going for legal and that's it. In the couple of lines provided I don't see any reason why I or any other Ambassador to the WA should be compelled to look at this as an international issue. Is it legal? Maybe, I suppose. Does it achieve maximum impact? No.

In order to achieve maximum impact you have to compel us to see it as an international issue. As it stands, murder is a crime and if not it should be, but best left to each individual nation.

Definition of homocide: "Homicide is the act of one human killing another."

What about our non-human members?

This isn't short and simple. It's truncated and ambiguous. You've left gaps a large battleship could sail through... sideways.

I'm not entirely sure if self defense has been recognized as legal homicide in the WA... if someone wants to correct me... by all means.

Basically you want to imprison anyone who defends themselves. Also killing in war has never really been legalized, so we're essentially going to be sentencing our entire military to jail... which reminds me... what about contracted killings or negligent deaths at the hands of doctors? Does assisted suicide count if the patient does it themselves?


And hell... you aren't addressing the reasons for murder/homicide. Merely punishing crimes won't prevent people from committing them, and for that matter stiff penalties haven't stopped people.
