President Of The Democratic States: I found the Preamble amusing. but I digress, The Democratic States of
Josephtan seeing how clause 3 of GA#23 civilian, prison labor, and community service regulation needs to be addressed, and if the act to get gets put up for a vote will support wholeheartedly.

OOC: I swallowed my pride and removed the joke preamble. I also modified the active clauses to make the proposal read better, to steer more clearly away from GA #18 and to differentiate it further from GA #23.
