If you look at the dates of the documents, you'll notice that the one being voted on right now, appeared only recently and out of the blue. For RL reasons, I'm very uncomfortable with that definition. I might have a disability, but it's not mental. I strenuously object to a classification that would classify autistic people with those who are truly mentally ill, such as the insane. Additionally, autistic people have difficulty with communication, we can and do - sometimes with quite a lot of support - succeed in education.

For IC purposes, and because of my RL concerns, we are opposed. We would suggest that the author write in some examples of what disabilities would fall under "mentally challenged" or "severely mentally challenged"

On a cursory reading of the current draft, we see that not much has changed from the last draft of clause 1, since clause 1(d) seems to reproduce clause 1(a) in the original. Still opposed.

OOC too: If you can't be bothered to comment on the current draft and instead just re-post something you said on an earlier one, I don't see how it's useful for anyone. And if you actually read the new definitions, rather than just glancing at them, you'd see that it (still) doesn't do what you think it does.

The new definitions make it clear that this is about learning issues caused by mental disabilities as decided by your nation's specialists. As well as listing the learning challenges faced by these children, and then specifying the difference in severity depending on how many learning challenges a child is having trouble with.

As for whether you would count as mentally disabled; if your nation's specialists consider you mentally disabled, then you are mentally disabled. This resolution works on from there, but if and only if your disability causes you trouble with learning. If you are not mentally disabled, this does not affect you.

tl;dr: If your nation considers you legally to be mentally disabled, then this may apply to you. If not, then not.

OOC: 4 and 5 use that as a catch-all phrase to encompass both of the 1.d. and 1.e. definitions. However, since each of those definitions is dealt with differently when it comes to actual schools, it's not workable to use the catch-all term for the specifics.
