Okay... here's some advice; read the Rules, and trawl through the standing resolutions on the subject of Education to ensure that your topic is not already covered.
Once you've done that, you should have seen from the standing legislation what a decent proposal should look like. Your draft should look like that. When you have that, rather than a half-baked list of unrelated goals, we can actually do something.

Proposals need to be written as international laws, so they should be grammatically correct. Also, did you read the links to some of the existing resolutions that Bears and I gave you? I began to edit this part, but realised it could be covered in your below point
(IV) Allow for a broad range of subjects- including arts, humanities, sciences, and languages- to be taught from a young age, providing a broad based start for these young people, and providing further education which will allow them to focus their interests into studies relevant to their prefered fields.
I believe this reads a lot easier, but can I stress that I haven't checked this against any laws, and am unsure of the legality of it.
