OOC: Good points have been made, and I have made a few changes. I added opportunity to be exempt, with definitions for possible excuses, and I also added a Board of Employment

IC: Chus Kruthe still finds this legislation lacking as it continues to infringe on the rights of individuals. Having a board that can exempt a person from working in order to purse education is nice yes but that board could decide not to exempt a student if it wanted to. A person should just be able to decide not to work if they want to pursue education they shouldn't need bureaucrats to vote on if their educational pursuits merit an exemption!

The Empire will oppose this. We will not force employee's to sign contract to be hired or quit a job. Nor will we be forced to create jobs.

OOC: The signing of the contract is not what constitutes being hired. It shows proof of employment. Creating jobs is only necessary if your nation does not have enough jobs for its citizens

People do not need to sign anything as a proof of employment. Nor do they need to sign anything to end that employment. A contract binds them to that employer, something we will not force our citizens to do. Nor will we proved jobs for people at any point.

I've voted ILLEGAL in the GenSec panel. This proposal violates the Category Rule, and it contradicts at least three resolutions (possibly more): #23, #205, and #302. Resolution #23 is the WA's ban on slavery and forced labor. According to this proposal:

Disabled citizens must be given multiple employment opportunities that they are capable of doing, and must accept one or be financially stable without welfare. If a disabled citizen is entirely incapable of working, they are not to be forced.

But, otherwise, they are to be forced. That's forced labor in violation of Resolution #23, Section 2.
