Equal Employment for Everyone Act

Category: Advancement of Industry | Area of Effect: Labor Deregulation



The World Assembly DEFINES certain terms for the purpose of this resolution:

(i) An able-bodied citizen is anyone with citizenship in a WA nation who is able to pass a basic physical test, determined by individual nations, meets their nation’s age requirements for being above working age and below retirement age.

(ii) An EEE (Equal Employment for Everyone) contract is a signed document stating that a person will work a specified job, reporting to a specified employer, and also details each nation’s labor laws to protect workers. The contract has no time restrictions on how long it is valid, and can be invalidated if either party involved revokes their signature. Reason must be given, and can be disputed if a nation allows it, such as in court. If an employee is not legally competent, their parent or guardian must sign for them.

(iii) Legally competent is defined as being of the age or status where one may sign contracts and be legally bound to them. The specific age or status of legal competency is defined by individual nations.

(iv) A severely disabled citizen cannot pass even a basic test for working ability, as determined by an individual nation.

(v) Excessive wealth is defined as having enough finances in one household for that household to survive ten years with no further income.

(vi) Hindering education is defined as preventing a student from the following: seeking higher education, or maintaining grades of the same level they could have previously acquired.


ACKNOWLEDGES that citizens are expected to be employed in their nation, in order to promote economic growth and decrease government spending on welfare where it is not necessary. Funding removed from welfare for the unemployed could be focused on other areas that the government sees fit, such as creating jobs, or helping the elderly.


MANDATES the following:

(i) Disabled citizens must be given multiple employment opportunities that they are capable of doing, and must accept one or be financially stable without welfare. If a disabled citizen is entirely incapable of working, they are not to be forced.

(ii) All employed citizens must give their consent in an EEE labor contract, to protect workers from mistreatment by employers, and to show proof of employment to the government, if necessary. The contract must list labor laws, whether they only be those of the WA, or include a nation’s own as well.

(iii) Employed citizens who are of working age but are still required to go to school will not work more than they are capable of doing without interrupting their education. This can be determined by ensuring that they are passing all necessary classes.

(iv) If employment is not available to all working age citizens, the government shall create jobs to promote the economy and allow equal opportunity for citizens to be employed.

(v) A nation may exempt citizens from this legislation if the government believes that a particular citizen should not be required to follow it, for reasons including severe disability, hindering education, or excessive wealth.

(vi) Employment hours are to be determined by the citizen working, but citizens must have opportunities to work as much as is needed to survive above a nation’s poverty line.


ESTABLISHES the Board of Employment to ensure that the above mandates are adhered to, and to oversee paperwork involving application for exemption.


SUGGESTS that when jobs must be created, they benefit the public. For example, creating public works projects to clean the environment or help those in need.

EXEMPTS nations that have no need for employment for any citizens, such as post-scarcity nations.

OOC: Hello and welcome to the World Assembly.

There are probably a few issues with your proposal which result in it being illegal. At first glance I can see two issues: one which you already realise, contradiction of GAR#4, and legislating in a repeal. Because of the mechanics of how a repeal is proposed (hitting the button on an active resolution), we are not permitted to introduce new legislation in a repeal.

There's also likely to be contradiction with GAR#299 which I would argue reserves the right to member states to set "working ages". Notwithstanding that, specifying any specific age for anything for all nations rarely goes down well, doubly so when your particular "working age" is offensive.

You can find a full description of the rules here. You might also want to have a look at the the passed resolutions thread.

Regarding formatting, I'd stress that the only comments the rules have regarding formatting are that the proposal must have an operative clause and must be in the English language. The form of verbs making up the operative clause(s) is not specified in the rules nor are any other requirements regarding highlighting, lists etc. Anyone demanding anything else is merely furthering their own personal preference. My own personal preference is understandable language, spaces between clauses and text all the same size. Both your first draft and current draft achieved this.

Considering that verbs which end in '-ing' apparently aren't active clauses, I don't get it either, I think it would be best that there be some active clauses.

Now having time to actually read the proposal...

The World Assembly DEFINES certain terms for the purpose of this resolution:
(i) An able-bodied citizen is anyone residing in a WA nation who is able to pass a basic physical test, determined by individual nations, and not restricting this to only include legal adults.
(ii) A non-binding contract is a signed document that has no time restrictions on how long it is valid, and can be invalidated if either party involved revokes their signature.
(iii) Working age is 12 years.
(iv) Retirement age depends on each nation’s life expectancy, and is defined by each nation’s government.

ACKNOWLEDGES that citizens are expected to be employed in their nation.

AGREES that labor laws are important to the safety of citizens and the protection of civil rights.

However, RECOMMENDS that citizens be permitted to seek employment in any job they choose, given that their consent is noted in a non-binding contract.

URGES that all able-bodied citizens be allowed to seek employment, and disabled citizens be given employment that they are capable of doing.
(i) Children below working age are not defined in either category.
(ii) Disabled citizens above working age are to be given options for employment that they are capable of doing, and must choose one if they are not of retiring age and do not have sufficient funds to survive.

PROPOSES that no type of employment be considered illegal, unless it directly breaks a nation’s laws. This would include legalizing prostitution for all able-bodied citizens regardless of age, allowing citizens to sell anything they have access to with or without a license, etc. If a nation has laws against certain drugs, it would still be considered illegal to sell them.

Clause 1(ii) does not describe actual non-binding contracts. Generally, all contracts, unless they are unenforceable, the kind of contracts generally considered 'non-binding' are simply those which do not require both parties actually to fulfil the terms of some agreement. Your definition about time restrictions and invalidation has nothing to do with actual non-binding contracts.

Clause 1(iii), we believe, may have some issues vis-à-vis contradiction of 4 GA 'Restrictions on Child Labour'.

On clause 1(iv), we do not understand the point of declaring a definition to be based on some basis, and then immediately stating that it will be done upon the determination of member nations, which will always attempt to weasel themselves out of their obligations.

Clause 5 almost certainly contradicts 4 GA, as it requires certain things to be done contrary to 4 GA.

On clause 6, there is no need to say that nothing is illegal, except that which is illegal; doing so is tautological obvious.

Clause 7 rightfully notes that there is contradiction of 4 GA. As the Secretariat discards proposals which contradict prior legislation, to enact this proposal, you will have to repeal 4 GA first.

North, speaking to Markhov's successors (OOC: I don't know the new staff names), says, 'Certainly, universal employment of all persons able to work is something for which we ought strive. The main difference between those on the dole and in employment is that one of those legitimately claim they provide for themselves'. He pauses, and notes, 'There are, of course, exceptions to this. OOC: Triumvirates remind me of my space opera world. It always had triumvirate command structure.

In the government, in the upper house (the Confederate Council), there were three members, the Speaker of the Lower House, the Imperial Councillor, and the Consular Councillor — later enlarged, after a civil war, with a Councillor of the Colonies and a Councillor for Logistics. The Empire and the Consulate merged to form the Confederacy.

There is a military first-contact division (also very unlike Star Trek's Starfleet; Starfleet has a non-interference directive, this is an uplift mission) with three main branches: the Commission for Contact, the Commission for Morals, and the Commission for Logistics. On every mission, they send representatives from the three Commissions. There are three major fleets, Alpha, Beta, and Gamma; initially under control of the Empire, Consulate, and Confederacy; and later, for Confederate uplift missions, Home defence, and intervention missions.

The main reason for this is because this 13 billion year old civilisation has no external enemies. They're too ridiculously large and powerful to have external enemies. Any interesting story has to do with internal politics. Three is a crowd, so it makes for constant and unceasing bickering and political intrigue. Plus, it solves the uniquely Roman problem of everything turning into a tie.

(ii) An EEE (Equal Employment for Everyone) contract is a signed document stating that a person will work a specified job, reporting to a specified employer. The contract has no time restrictions on how long it is valid, and can be invalidated if either party involved revokes their signature.
(iii) Working age is defined by individual nations, but must be above 12 years of age.
(iv) Retirement age is defined by individual nations.

ACKNOWLEDGES that citizens are expected to be employed in their nation.

AGREES that labor laws are important to the safety of citizens and the protection of civil rights.

MANDATES the following:
(i) All able-bodied citizens of working age must be allowed to seek employment where they see fit.
(ii) Disabled citizens must be given employment opportunities that they are capable of doing.
(iii) All employed citizens must give their consent in an EEE labor contract.

PROPOSES that no type of employment be considered illegal, unless it directly breaks a nation’s laws not regarding employment.
(i) For example: This would include legalizing prostitution, allowing citizens to sell anything they have access to with or without a license, etc.
(ii) This would not eliminate the black market, since there would still be illegal forms of employment, such as: bounty hunting (if murder is illegal), drug dealing (if the drugs being sold are outlawed), etc.

HEREBY DECLARES that all citizens above working age are to be employed or given the opportunity to be employed, and not be restricted from seeking employment in whatever category suits them, or by disability.
