Welcome to the General Assembly forum. The General Assembly is essentially a Model UN, but it has some quirks. Not the least of which is that Gameplay events, like raiding and defending, regions, raiders, and delegates, cannot be mentioned in proposals, nor can regional events be affected.
I suggest you take some time to read over the Rules and use the Passed Resolutions database to do some research so you can check if any future ideas have been covered.
