Observing that chemical weapons, by their nature, are difficult to control
Noting that chemical weapons are sometimes used on civilians
Recognizing that chemical warfare is considered a morally repugnant way of conducting war.
The General Assembly recognizes that:
-Chemical weapons are to be used only as a last resort, in the same vein as nuclear warfare
-When they are used, such use must not be near civilian targets
-Chemical weapons are to be used as little as possible in warfare
The General Assembly shall endeavor to limit the spread of chemical weapons and make sure their populaces are protected from chemical warfare.
