Resolutions on the election of Secretary-General/WA staff

I have been pondering the idea of introducing a proposal to the General Assembly to set term limits, delegate powers, and set election dates for the Secretary-General of the General Assembly. I need to know if there are any current resolutions that already exist for this reason, and I need to know what people would want to include in the proposal for the reasons I stated above.

The Secretary General position is an actual joke done on April Fools Day. It doesn't exist as far as the General Assembly is concerned.
