DISAPPROVING of currently insufficient measures in place to protect and provide for refugees created by genocidal actions;

ASSERTING that due to the heinous nature of genocide and the damage in multiple aspects that it causes, that steps must be taken to aid those affected by it;

Hereby,

DEFINES genocide for the purposes of this resolution as deliberate physical or psychological harm made with the intention of destroying, to any extent, a distinct group of sapient individuals on the basis of belief, ethnicity, nationality, culture, or a perceived characteristic shared by each member of said group;

STATES that all member nations are free to offer their hospitality to refugees;

REQUIRES that member nations that desire to aid groups or individuals affected by genocide perform the following:
a) provide the swiftest and safest possible transport for refugees to safety from unsafe regions, and to protect these routes with the utmost priority;
b) Establish refugee shelters with the appropriate amenities and create legislative safeguards against the superficial discrimination of said minority groups or individuals;
c) Ensure a streamlined method for victims of genocide to contact loved ones, and provide counselling to those psychologically traumatised;

NOTES that host nations may search and screen refugees if desired but also that they must be reminded to not discriminate arbitrarily;

ESTABLISHES the International Co-operative for Genocide Refugees (ICGR), and defines the tasks it is given as follows:
a) The creation of an emergency reserve of specialised doctors and medical personnel to tackle any humanitarian crises directly related to genocide;
b) The creation of an advisory division for member nations and organisations to inquire as to how they can assist with relevant situations;
c) The creation of a fund that can have access requested by member nations that require financial aid to effectively protect and shelter refugees, and to improve relevant infrastructure;

ACQUIRES the funding necessary for the ICGR to operate through the donations of benevolent individuals, groups, and nations;

PROHIBITS refugees from returning to their home nation until the utmost guarantee can be made that it would be safe for them to do so, in terms of both physical danger and cultural differences that may have progressed to unsustainable levels;

ASSURES the right of all refugees to have the right to apply for citizenship in the Host State, but with respect towards the decision of the Host State regarding this application.

That kcal is excessive. Also, please use SI, hella confusing with kcal, because not all manufacturers use it. Sometimes they use cal instead (when it's actually kcal). Better to use joules.

The Daily Recommended Allowance produced by real world governments is 2500 for men 2000 for women. However most people need much less as they don't do nearly as much exercise as that demands. Men can typically get away with 2000 Cal (and still put on weight) with women around 1600. So I'd reduce the minimum myself on health grounds. Also, three meals would be preferable on health grounds. (Fewer meals leads to over eating).

That said, we cannot find anything immediately wrong with the proposal and would be willing to support it in its current form.

3. Refugees shall not be discriminated against by reason only of their status as refugees, are entitled to full protection under national law, and shall not be arbitrarily expelled once granted asylum.

4. In recognition of the potential that the circumstances causing a person to become a refugee may exist in the long term, member nations shall as far as possible seek to facilitate the naturalisation and favourable integration of refugees, should the refugee request such assistance.

5. Nothing in this resolution shall place any restrictions on the right of member nations to grant asylum to any person they so wish; member nations are encouraged to apply greater and more liberal protections for refugees than mandated in this resolution, and neither shall this resolution be interpreted to compel any nation to grant asylum to any person.

6. With the exception of section 1, nothing in this resolution shall be interpreted to affect extradition or immigration policies of member nations in matters unrelated to refugee protection.

OOC: I did have a read through that one to make sure that I did not duplicate anything, and it seems that they are sufficiently disparate. There are a few things that are reiteration or elaboration (See: Article 1 arguably being similar to ensuring that refugees do not return to nations unless they are certainly safe), but that is not a major issue as they do not contradict nor duplicate the past resolution.

"The protection of refugees is very important, whether they flee from genocide or some oppressive government. Knootoss is happy to take in refugees, whether they come from neighbouring countries or from little-known regions thousands of miles from home. While the goal of the present draft is laudable, I must take issue with one of it's principles and much of it's implementation.

The draft merely 'requests' that nations which are geographically near to a genocide provide aid and then 'mandates' the manner and degree in which this aid is provided, down to a provision that requires the distribution of free toothpaste and the number of meals that ought to be served on any given day.

This seems to be turning things upside down: the moral requirement to help refugees is not regionally bound but universal, and any country should strive to help a refugee that knocks on their door whether they be close to the source of the tragedy or not.

On the other hand it seems unreasonable to put first world requirements on countries that do come to the aid of refugees. A population that does not have access to free healthcare and working sewage systems might come to resent the presence of refugees who, by force of international law, are treated better than the natives. Such stringent requirements placed upon a host might, in fact, make governments decide that they will not honour the request to become host nations. Better that these lives be saved from genocide, even if the circumstances in which these refugees are temporarily housed match the deprivations of the locals, or come with a request for monetary reimbursement where possible.

I would also suggest that the resolution stick to the topic of helping refugees. Giving the Co-operative for Genocide Refugees (ICGR) the power to 'encourage nations to avoid genocidal ideologies' may go beyond the remit of the World Assembly, and 'protecting affected individuals when necessary in order to maintain their standard of living' seems to be a rather broad remit with implications that are hard to phantom. Equally, it would seem a bit too much of an infringement that the ICGR should determine the legal status of refugees and play the part of urban developer after the crisis ends."

One note that should be made is that the ICGR would have no intention of acting as an urban developer, but rather funding the nation to build or acquire what is needed or paying for accommodation if necessary. The ICGR would avoid planning or constructing buildings itself, as this would overstep the nation's authority in this matter.

While we are in no position to stop you, it would be preferable that you float your ideas first to see if the current draft can be adapted. There is no need to create new draft after new draft to combat problems.

OOC: The proposal in its current state is serviceable from my point of view and the point of view of at least some others, so if there is an element you believe should be changed then I am open to changing it so that it can be improved even further. It certainly covers the bases it needs to, and so I am assuming that optimisation and streamlining is what you are aiming for; if you highlight any sections that could be improved in these regards, then I will rewrite them. That said, if you highlight the entire thing I will shake my fist angrily at the screen for a bit.

OOC: For the most part I've worked on the language, though I won't deny that my stylistic choices would also impact what the proposals does to some extent. One important bit that's missing is the preambulatory clauses, and I'd really like you to give some thought to them yourself since they are so important to the proposal. In particular I'd like you to give some thought to the reason for a proposal on refugees that only deals with refugees who are specifically the victim of genocide. I think a review of existing legislation on the topic of refugees would also be in order. Nevertheless... this is what I'd suggest to clean up the present language:

The World Assembly,

(preambulatory clauses here)

Hereby,

DEFINES, for the purpose of this resolution, a genocide as the intentional destruction, to any extent, of a distinct group of individuals on the basis of belief, ethnicity, nationality, culture, or a perceived characteristic shared by each member of said group;

CALLS UPON Member States to
a) Facilitate safe transport away from areas affected by genocide;
a) Establish shelter for refugees, with the appropriate amenities;
b) Enact legislative safeguards against mistreatment and exploitation of refugees;
c) Provide refugees with the means to find and contact loved ones;
d) Provide counselling to those refugees who need it;

ENCOURAGES the searching and screening refugees, while remaining compliant with the provisions of extant World Assembly legislation;

ESTABLISHES the International Co-operative for Genocide Refugees (ICGR) and entrusts to it the following tasks:
a) The creation of of an emergency medical reserve to tackle any humanitarian crises directly related to genocide;
b) The distribution of funds to Member States who are unable to effectively protect and shelter refugees with their existing means;

DECLARES that the ICGR will be funded by donations from benevolent individuals, groups, and nations.

OOC: I like this. Judging by this, the main problem must be the length of the proposal in your opinion?

I do agree with shortening and simplifying the proposal, but there are a few things that I would prefer to remain within the legislation that your alternative draft has left out. Hence, I have rewritten the current one with the principles you've set in mind. Let me know what you think.

OOC: In the bits you restored, you're using a lot of words to describe an idealised situation that may not be feasible. For example, why mandate that transport must be "swift and easy transport" when a donkey trail through a mountain pass may be the only option available to these refugees? There's also some other stuff, like starting a resolution with a clarification, or introducing a vague concept of "cultural danger" at the very end of the draft.
