Initiation of the annual Purge

For the past few years, we have seen debilitating conflicts regarding economic growth and crime rates. This year, I propose an idea of setting up an annual event of a 12-hour purge, in which all crimes are legal, and all medical and civil services are temporarily suspended. According to the move The Purge, we've seen that the Purge was proven effective in its tasks, for which unemployment drops below %5. This event lasted from 7pm to 7am, and any weapons classified above Class 4 (e.g. Bazooka, grenade, bombs...) are not allowed, while governments are temporarily evacuated and protected by military personnel.
