Description: Description: The World assembly,

REALISING, That a major barrier towards international commerce and free trade, is the difficulty of accessing regulations and tax laws of foreign countries without paying expensive fees

FURTHER REALISING that difficulty of accessing Regulation and Tax laws prevent small companies from expanding internationally and allows international trade to be dominated by large megacorporations

BELIEVING, therefore, that an International Database of Taxes and Regulations(IDTR) is required to create an easily available database of the various laws and regulations of countries that agree to be a member of it

UNDERSTANDING, however, that some countries do not want their regulations to be publicly available due to the revenue generation capability for lawyers and other parts of the economy

FURTHER UNDERSTANDING that Regulations may be large and expensive to translate to other languages.

The United Nations, hereby:

1) ESTABLISHES the International Database of Taxes and Regulations(IDTR), Which requires countries who wish to be members to give a copy of all their regulation and tax laws to the IDTR as well as a nominal fee to pay for translation.

COMMISSIONS The IDTR to create a publicly accessible database of the regulations of the various member nations available in every langue of its member nations.

3) MANDATES that all Countries who are members provide the most up to date copy of the regulation's every quarter.

The nation of IBNUSTAN would like to request the various world delegates consider endorsing our Regulation and tax database due to the various economic befnits it will provide by allowing companies to expand more easily worldwide

This is illegal for an RL Reference/Metagaming. It's the World Assembly, not the United Nations. Arguably illegal for Optionality, but its nearly impossible to interpret the vast majority of that thing.

Also - setting aside any issues with the validity of the proposal itself - wouldn't such a database be called "The Internet"? If you want to look up the trade and tax regulations of Calladan, go on line and type "trade and tax regulations of Calladan" into your favourite browser. If my tech-boff guys have done their jobs correctly (and I have no reason to believe they haven't - they are very good) then all of our trade and tax regulations will appear on the Calladan government's series of websites designed and published for just that purpose.

So asking people to pay for access to something that will give them information they can get on line for free seems counterproductive and doomed to failure.

3) Optional.

It's not a bad idea if it could be tidied up but I'd struggle to see that it would save anyone any money as anyone engaging in foreign trade with another member state would almost have to get professional legal, taxation, or accounting advice anyway. Merely having the laws to hand does not equate to an adequate understanding of them.

You don't see the inherent danger of having (what would essentially be) amateurs interpreting tax laws and regulations from a whole other country?

(One item of the tax regulations of Calladan : a paragraph relating to a sub-item that applies to the hiring of skateboards for commercial use - ie hiring them from one company so that you can hire them out to others - runs to thirteen lines, all of which is written in the most technical jargon you could imagine.

I am not uneducated, and not unintelligent, and yet I would, if I were going to get involved in such an endeavour, would hire someone to ensure I have understood it correctly, because getting thrown in jail for tax-fraud - even accidental tax-fraud - is not something I want on my CV).

I will amend my proposal to make participation in it optional, A draft proposal contained a statement saying that the proposal was optional but it was removed after an edit.

Optionality: Proposals, upon becoming resolutions are mandatory and binding on all nations, thus language used must reflect this. Any language permitting nations to engage in non-compliance or opt-out are disallowed. However, for 'Mild' strength proposals, terminology such as "URGES", "RECOMMENDS" is acceptable.

The government of Calladan would participate in this endeavour if such a proposal passes (a mandatory one that is - rather than the apparently illegal optional one) however we just wanted to point out the issues. And - in a slightly related manner - the government would also like to point out that if we do publish our tax and business regulations, it will be ENTIRELY the duty of the people reading them and using them to understand and comply with them, and we will not hesitate to go after (and prosecute) anyone who, however unwittingly, engages in tax fraud or other criminal behaviour, just because they did not fully understand what we told them. Ignorance of the law is no defence.

If, if a 'small business' wishes to expand internationally, and the business is so small that it cannot afford legal representation, and there is a language barrier in place, id guess tax law is the least of the concerns the business may have."

Well now - that is just a whole other area of this proposal I hadn't considered :- to what standard of safety are products required to be manufactured if they are being sold internationally?

Do I have to make my skateboards to IBNUSTAN standards, or do I have to make them to Calladan standards?

(I was originally talking just about the tax legislation part of this - that the tax rules of one country could be somewhat complex and not for the layperson to try to interpret and follow without risking fraud and jail and all the like)
