In the Name of the Eternal Kawaii, may the Cute One be praised

If memory serves us correct, there have been previous attempts at banning conscription among WA member states, and every one of them has fallen flat. In the history of the WA and the UN before it, not a single one has even reached quorum. Given the demonstrated unpopularity of this position, why should this attempt be considered any different?
