The Dark Empire of Whiskany will not comply nor should any nation viewing this as a vast overreach. Whiskany has one of the lowest crime rates in the known world and this would only weaken our judicial system.
- Many nations are much like this, this would weaken our efforts to deter crime.

Whiskany Will handle criminals as defined below and strongly advises other nations to do so as well.

Violent/Capital/State Criminals:
- Will be executed immediately, they will have 15 days for an appeal

Non-violent/petty theft/simple criminals:
-Will receive long sentences of which they may work them off at state industries
-This will allow them to lessen their sentence
-Will be executed if additional crime is committed within custody or withing 5 years if release

CRUISE VESSELS DISCHARGE ACT

A resolution to increase the quality of the world's environment, at the expense of industry.

The World Assembly,

Noting the importance of protecting the ocean environment;

Recognizing the efforts of prior resolutions enacted by the world assembly to save the ocean environment;

Concerned about the danger from discharges from cruise ships on ocean environment
, hereby:

SECTION 1

(a) Findings.—

(1) the natural beauty and health of the ocean and coastal environment is what draws passengers to travel along these waterways by ship;

(2) protecting the natural environment is beneficial to ocean environment;

(3) the number of cruise passengers continues to grow, making the cruise industry 1 of the fastest growing tourism sectors in the world;

(4) an average-sized cruise vessel generates millions of gallons of liquid waste and many tons of solid waste;

(5) those frequently untreated cruise ship discharges deliver nutrients, hazardous substances, pharmaceuticals, and human pathogens, including viruses and bacteria, directly into the marine environment;

(b) Purpose.—The purpose of this Act is to establish international standards and prohibitions for discharges from cruise vessels.

SECTION 2

(s) Cruise Vessel Discharges.—

(1) DEFINITIONS.—In this subsection:

(A) BILGE WATER.—

(i) IN GENERAL.—The term ‘bilge water’ means wastewater.

(ii) INCLUSIONS.—The term ‘bilge water’ includes lubrication oils, transmission oils, oil sludge or slops, fuel or oil sludge, used oil, used fuel or fuel filters, and oily waste.

(B) CRUISE VESSEL.—

(i) IN GENERAL.—The term ‘cruise vessel’ means a passenger vessel that—

(I) is authorized to carry at least 250 passengers;

(II) has onboard sleeping facilities forbpassengers.

SECTION 3:

(1) RESPONSIBILITIES OF PERSONS IN CHARGE OF CRUISE VESSELS.—The owner, operator, master, or other person in charge of a cruise vessel, shall at a minimum—

(I) conduct sampling or testing at the point of discharge on a monthly basis, or more frequently, as determined by the Administrator;

(II) provide real-time data to the Administrator, using telemetric or other similar technology, for reporting relating to

(a) discharges of sewage, graywater, and bilge water from cruise vessels;

(b) pollutants emitted in sewage, graywater, and bilge water from cruise vessels; and

(c) functioning of cruise vessel components relating to fuel consumption and control of air and water pollution;

(2) ensure, to the maximum extent practicable, that technologies providing real-time data have the ability to record—

(a) the location and time of discharges from cruise vessels;

(b) the source, content, and volume of the discharges; and

(c) the operational state of components relating to pollution control technology at the time of the discharges, including whether the components are operating correctly;

(d) establish chains of custody, analysis protocols, and other specific information necessary to ensure that the sampling, testing, and records of that sampling and testing are reliable; and

(e) maintain, and provide on a monthly basis to the Administrator, electronic copies of required sampling .

SECTION 4:

INSPECTION PROGRAM.—

(A) IN GENERAL.—The Administrator shall establish an inspection program to require that—

(i) regular announced and unannounced inspections be conducted of any relevant aspect of cruise vessel operations, equipment, or discharges, including sampling and testing of cruise vessel discharges;

(ii) inspections be carried out by the Environmental Protection Agency or the Coast Guard.

(B) COAST GUARD INSPECTIONS.—If the Administrator and the Commandant jointly agree that some or all inspections are to be carried out by the Coast Guard, the inspections shall—

(i) occur outside the Coast Guard matrix system for setting boarding priorities;

(ii) be conducted by specially-trained environmental inspectors.

SECTION 5:
(A) REGULATIONS.—Not later than 18 months after the date of enactment of this subsection, the Administrator shall—

(i) designate responsibility for conducting inspections;

(ii) require the owner, operator, master, or other person in charge of a cruise vessel to maintain and submit a logbook detailing the times, types, volumes, flow rates, origiwns, and specific locations of, and explanations for, any discharges from the cruise vessel .

(iii) provide for routine announced and unannounced inspections of—

(I) the functionality, sufficiency, redundancy, and proper operation and maintenance of equipment.

(B) RESPONSIBILITIES.—Cruise observers participating in the program shall—

(i) observe and inspect—

(I) onboard liquid and solid handling and processing systems;

(II) onboard environmental treatment systems;

(III) use of shore-based treatment and storage facilities;

(IV) discharges and discharge practices

Beyond the right of any citizen to do what they want with their body, request to revoke this resolution because each nation has a right over its jurisdiction on an issue of such importance as abortion, considered that the resolution violates Natsov's rights to be fulfilled. by Member States to comply with a standard that is not considered an essential civil law
INDIGNANT : one of the key principles of the freedom of each nation is violated on how to approach the subject being a mockery of the right of natsov that each nation possesses and therefore a mockery of freedom and democracy since it is not a right essential civil
Define:
Natsov: when a nation has the right to govern its country however it wants
Essential Civil Law: Consider vital rights to live with dignity: public education, work, right to life, public health care, security, freedom, freedom of expression and non-discrimination

Hereby:
1 each nation is free to address the issue of decriminalization and / or legalization of abortion as they wish, giving the government of each country the freedom to decide on the issue as it is the basic principle of freedom, tolerance, and democracy and respect for the decisions of other nations

The Tax of reformation

A resolution to enact uniform standards that protect workers, consumers, and the general public.

The World Assembly,

It has come to my attention that many countries have amorality issues. As you know, a domestic practice known as Economic Incentives are used to either stimulate or reform the Economy without intruding on capital rights. This practice has been used throughout the centuries to mold economic growth like clay. And the only errors that can be discovered may only be described as user error.

So today I come to you with a proposal. What if we were to propose a taxation on foreign trade, and redistribute the profit unequally to satisfy the human need.

In countries with morality issues, we could incentivize a tax cut on domestic trade or an increased stimulus in order to incentivize moral growth.

In more stubborn countries that are resisting the will of other sovereign nations, we could do something similar, incentivizing domestic funding in a Branch or Department or (Coincidently) economic incentives in to different industries. And even influence on a policy making level.

Now here are the numbers;

a.The tax rate would be 3.6% per ton of physical good's value.

b.Goods that are not taxed include, but are not limited to: Foreign Aid (In dire situations like a famine) , Military aid (In wartime Situations), and other goods sent with the Idea of humanitarian protection or aid.

c.Goods will be taxed at Int$ which is determined by the average price of the good in all countries adjusted for inflation. (So basically Purchasing Power Parity aka. GDP PPP)

d. the price will be adjusted for the receiver, Say a ton of Oranges cost 6,000,000 x(Currency Variable) in one country. But the if the other country paid the same price they would pay a quarter of its value. Then you would adjust it so the import would cost 24,000,000 y(Currency variable) In their country.

e. Tariffs do not apply first, this tax would be apply before the tariff adjusted the domestic price.

f. The tax is applied to the exporter, the importer shall not be taxed.

g. This could also help: drug trafficking through ports due to greater trading supervision, moral standard it our assembly, greater similarity in our nations, a thriving economy, and tighter immigration security due to more supervision at trading points, which are often border hot spots.

This is only the start, this bill will be the first in a long line that will improve international trade. I look forward to consulting my team on more bills that will only provide for our worlds economy.

(P.S it may look like I'm a small nation but I have ran multiple Successful nations before, this is just another)

And I'm saying, how did that arise? That line wasn't part of the redrafted rules post-Consortium. It's a recent addition*, presumably by either the mods, the Pink Power Rangers, or as a result of players asking for it (LOL, I kid - just the first two, then). Was there a discussion on it, and if so, where?

* Bearing in mind I haven't been active in quite a while, definitions of "recent" may vary.

Not sure how the rule came about, there seems no evidence of any discussion (that has been preserved on these forums, anyway).

Earliest presence of the rule can be found in 2009, exemplified here.

Huh, I even commented in that thread! Weird I didn't notice Ardchoille's clarification; I always wondered where that strange interpretation arose.

Shame it wasn't explicitly added to the rules till years later. As of 2016 the rule simply said:
Branding

Limited branding is allowed. "Limited" means that you may list your co-author by nation name only. Example:

"Co-authored by The Most Glorious Hack"

Further branding will result in the proposal being deleted. Don't list everyone who posted in the thread for your draft, don't list yourself, don't list your Minister Of Making Proposals, and don't post the 'pre-title' of the co-author (ie: "The Republic Of..."). This includes creating nations that have the same name as your region or group and using them to promote your region or group. It also includes using the name of a nation, region or group as an acrostic or acronym in a proposal. If you are using the [nation] tag to list your co-author make sure you are using the short version ([nation=short] or [nation=short+noflag]).

So explicitly adding the clarification must have come later.

Nope. As linked, the rule in 2016 made no mention of such, nor the 10 incredibly dreary pages of debate during the Consortium. All I'm asking is when the edit to the text was made - there may have been a discussion on it, but nothing in IA's rulings spreadsheet obviously connects to it so just wondering if any had a link so I could catch up (that's if there was a discussion).

The Solar Cooker Project
A resolution to increase the quality of the world's environment, at the expense of industry.

We all have heard about global warming, and this is a way to reduce emitons, a one-year field test revealed that using a solar stove, an average family can save 30 litres of kerosene, 30 kg of LPG and about 1 tonne of firewood per year, which comes to an estimated 1 tonne of carbon dioxide reduction annually.

This startling statistic, when combined with the fact that we receive 10-15,000 times more solar energy on the Earth than we use, opens up amazing possibilities for the use of the sun's energy to meet out needs.

And here is why we should all use a solar cooker:

Today, fuel wood accounts for almost a fifth of the world's primary energy consumption. Each year about 2 billion tonnes of wood are burnt mainly for cooking purposes. Yet, today, we are facing a crisis with our fast diminishing forest cover and a fuel wood shortage for more than 2 billion people around the world.

Why Solar Cooking?
Apart from the obvious advantages of time and money saved, solar cooking produces no smoke, and thus no pollution. It does not release greenhouse gases like burning of other types of fuel does.

It cooks healthy food with minimal oil. It eliminates risks like fire and burns. Best of all, it uses a renewable energy source that can be freely harnessed by almost anyone using basic equipment.

It also has the potential to create a new industry with jobs for local communities.

A Simple Solar cooker
Is very simple to do a solar cooker,you can make a solar cooker quite easily at home or school. This one will work in any season as long as the sun is out.
A solar cooker is extremely easy to do, is cheap to do, and reduces emmitions

Proposals

Every nation in the WA should:
1 Only allow solar cookers to be sold.
2 all people in that nation must exchange their current stoves with solar cookers at no cost.

World Assembly Delegate Behavior Act
A resolution to restrict civil freedoms in the interest of moral decency.

ARTICLE I - RECOGNITIONS
Section 1.
Resolved that the World Assembly recognizes the following:
(a) That in certain times issues may divide the thinking of the members and delegates of the World Assembly;
(b) That in such times the treatment of opposing nations may be lackluster;
(c) That despite these recognitions, the World Assembly does not intend to limit the free speech of member states;
(d) That, therefore, an act recommending to delegates that they use the upmost respect and behavior to other nations should be passed.

ARTICLE II - REGULATIONS
Section 1.
Delegates and members of and to the World Assembly are henceforth recommended to use all manners of courtesy when referring to other members and delegates, regardless of the political opinions of those members.

Section 2.
This resolution shall not be interpreted as requiring members to adhere to a specific code of decency or morality.

ARTICLE 3 - WORLD ASSEMBLY BEHAVIOR COMMITTEE
Section 1.
Hereby established is the "World Assembly Behavior Committee," to be referred to within this resolution as the "Committee."

Section 2.
The Committee shall have the capability to investigate nations for acts of misbehavior or courteousness and shall have the power to issue a report on the brazen act.
