Restrict the misuse of power by police

Category: Civil Rights

Strength: Significant

Proposed by: The Princia

Realizing- In some member nations Police is acting so brutally to enforce law and order.

Horrified- police is targetting especially women and some minority groups.

So Hereby this law mandates-
1. Police can not search women and children at night.{9 P.M. to 6 A.M.}
2. Police can not arrest a female person at night. (Except any special circumstance).
3. Police can not search any person at night without explaining the propper reason to him.
4. Police can stop but not arrest a person amid road travel only on the basis of suscpicion.
5. If police arrest any person amid traveling than, police will immediately inform his or her family members.
6. Police will treat any suspect in a mannered way even he or she is proved to be guilty.

How does this NOT contradict CoCR? It doesn't say anything about police brutality or unfair targeting of minorities, it simply makes police unable to make legal arrests and searches of some people based on their gender/sex and the time of day. Can someone explain to me how does that NOT violate CoCR???

Underlining is mine. Also, it was marked legal, for some reason.

General Assembly Proposal
ID: herzgveinia_1593867615
Tighten regulations for logging

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: Logging

Proposed by: Herzgveinia

Dear World Assembly. Deforestation is a threat to the entire planet, if something is doesn't done soon, there will be a Global extinction of forest animals, and no trees left to produce oxygen, leading to a Global extinction of humanity. The majority of Deforestation is due to mass logging, so I propose a solution to stop mass deforestation, and that is fair on the logging industry as well as the Economy. So these are the laws I propose to be introduced by nations.
1. Make dedicated logging zones. Like there is dedicated Wildlife conservation zones to protect wildlife, dedicated logging zones will Be a Dedicated part of a forest dedicated for logging. And Logging companies in the logging zones must hire at least 5 Wildlife handlers in the zone to remove wildlife that is leaving and nesting in the zones and to move them to non-logging zones or Wildlife conservation areas.
2. Make logging outside dedicated logging areas illegal. What's the point of introducing logging areas if logging companies can still choose any part of the forest to setup logging operations. And make the penalties for breaking the law high, with a fine from 10.000 to 500.000 of a nations currency for breaking the law depending on Circumstances.
3. Require the logging companies to Plant at least 1 tree for every 2 trees they cut down. Failing to do so would require a company to pay the above penalty or forced liquidation.
4. Require for the logging zones to be fenced of to stop tresspassers and to protect wildlife.
5. Make it mandatory for the logging companies to put pollution filters on the Fuel powered Equipment if possible.
6. Require for logging companies to have licences to operate.
7. Limit to amount of logging operations in a single logging zone to just 3.
If these laws are introduced. This will Dramatically decrease risk of Extinction, Improve air Quality, and Improve global environment for the better.

Isn't that a general reference which wouldn't be illegal (like mandating English as the language of the WA)?

To my limited knowledge that would also be illegal. Anyway here is what GenSec says about that proposal: (emphasis added)
1 day 15 hours ago: Sierra Lyricalia: Illegal — Strength violation - strong must do more than encourage; RL reference (Esperanto); Category violation (even if all nations adopted a single language for "all diplomatic ventures" this would not strike down regulatory barriers to commerce, nor have any serious effect on the world economy generally)
2 days 6 hours ago: Bananaistan: Illegal — Strength violation, strong must do more than encourage, RL reference
2 days 7 hours ago: Grays Harbor: Illegal — Strength violation, strong must do more than encourage.

General Assembly Proposal
ID: parnassian_1594111488

Hospital Ship Act
A resolution to restrict civil freedoms in the interest of moral decency.

Category: Moral Decency

Strength: Mild

Proposed by: Parnassian

The World Assembly,

ACKNOWLEDGING the fact that hospital ships play a vital part in allowing agressor nations to wage war on distant continents;

HORRIFIED that these vessels are currently being perceived as tactical targets by military high commands ;

BELIEVING that, for the safety and protection of all the people that need help and provide this help on these vessels should be protected from the horrors of war, legislation in the form of a General Assembly resolution is needed to prevent attacks on hospital ships;

Hereby:

1. Military hospital ships, that is to say, ships constructed or assigned by States specially and solely for the purpose of assisting the wounded, sick or shipwrecked, and the names of which shall have been communicated to the belligerent Powers at the beginning or during the course of hostilities, and in any case before they are employed, shall be respected and cannot be captured while hostilities last.
These ships, moreover, are not on the same footing as men-of-war as regards their stay in a neutral port.

2. Hospital ships, equipped wholly or in part at the cost of private individuals or officially recognized relief societies, shall likewise be respected and exempt from capture, provided the belligerent Power to whom they belong has given them an official commission and has notified their names to the hostile Power at the commencement of or during hostilities, and in any case before they are employed.
These ships should be furnished with a certificate from the competent authorities, declaring that they have been under their control while fitting out and on final departure.

3. Hospital ships, equipped wholly or in part at the cost of private individuals or officially recognized societies of neutral countries, shall be respected and exempt from capture, if the neutral Power to whom they belong has given them an official commission and notified their names to the belligerent Powers at the commencement of or during hostilities, and in any case before they are employed.

4. The ships mentioned in Articles 1, 2 and 3 shall afford relief and assistance to the wounded, sick, and shipwrecked of the belligerents independently of their nationality. The Governments engage not to use these ships for any military purpose. These ships must not in any way hamper the movements of the combatants. During and after an engagement they will act at their own risk and peril. The belligerents will have the right to control and visit them; they can refuse to help them, order them off, make them take a certain course, and put a commissioner on board; they can even detain them, if important circumstances require it. As far as possible the belligerents shall inscribe in the sailing papers of the hospital ships the orders they give them.

5. The military hospital ships shall be distinguished by being painted white outside with a horizontal band of green about a metre and a half in breadth.
The ships mentioned in Articles 2 and 3 shall be distinguished by being painted white outside with a horizontal band of red about a metre and a half in breadth.
The boats of the ships above mentioned, as also small craft which may be used for hospital work, shall be distinguished by similar painting.
All hospital ships shall make themselves known by hoisting, together with their national flag, the white flag with a red cross.

It is ridiculous that we allow such disgusting sports to continue to occur in our world and I will keep fighting this until it is banded for good.

Branding... also, the provided reasoning for the repeal actually supports the targeted resolution rather than disputes it.

General Assembly Proposal

Proactive Education

A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity

Area of Effect: Educational

Proposed by: Idealioss

In the world many nations neglect education, and many more neglect basic human decency and compassion. In this proposal, I only aim to hope education standards are set throughout the nation, so educational disparity is eliminated and the general populace is moved from being dumb deaf and blind to bright and scholarly.

Act 1 Funding for Educational Readjustment
Many nations push education to the back burner whilst boosting military and private funding. This should be at least cutback so nations can update their education system to make universal standards. Military cutbacks or International Aid would be ideal to boost education quality.

Act 2 Education Content/Standard
Education as it is varies wildly from nation to nation. This could be eliminated by a council of impartial and relatively unbiased scholars who oversee standards and new curriculum material. Addendum, Teachers or schools may be allowed to individually submit custom curriculum requests with basic outlines for educational content or topic provided by the scholar council. The standard will stay the same for all schools in the nation, meaning underprivileged schools will disappear as all schools will be given same level of education and near same funding.

Item 2 Content detail
History/Geography: All schools will begin history and geography relevant to the respective nation starting in grade 2, and will introduce world history and geography in grade 4. These courses will profile the most significant events in the nations as well as any atrocities committed by the nation. This will be done to provide transparency and understanding of the past while lowering government censorship.

Mathematics: All schools will begin math teaching in grade pre-school and will cover the basics throughout elementary school, while also providing critical knowledge like some algebra and geometry during the later years of elementary. This will be done to provide knowledge of taxes, percentages, geometric calculation, and other applicable knowledge. Highschool courses will focus on advanced algebra and geometry, and any non-applicable knowledge will not be taught in any grade unless sought by individuals.

Literacy/Language arts: All schools will of course start teaching these skills at the earliest level to improve literacy and eliminate illiteracy. Grammar and fluency will be tested for at the end of each grade starting in 4 grade to determine proficiency.

Critical Thinking and Logic: Although this is not something easily learned, everyone must be taught ways to be a better thinker as well as to be a more adept student and human being. Logic will also be taught at the earliest age and at the end of each grade it will be required that a test shows proficiency.

Science: No nation regardless of stance is allowed to use science as a tool to disprove religion. Religion will not be shunned, but science will be taught in each grade starting from grade 1. Science courses must cover basic biology and biological processes and will also progress in difficulty as each grade goes on.

After Elementary school ends (Grade 5) Nations must test each student in graduating class in each of the skills to determine accession to next grade level. Math and Reading are the most important skills to be proficient in, so they are the main determining factors. After Middle School (Grade 8) testing will also be conducted with the same focus. Highschool (Grade 12) Will see each skill determined, with Reading, History/Geography, and Math as the main determiners. It also worth mentioning anyone who is illiterate or has bad grades in math, reading, and geography, will be sent back until mastery.

Act 3 Collegiate Access
Many know of the cases in the real world of students being "diamonds in the rough" in terms of academics. If a person is very knowledgeable and capable academically, but severely disadvantaged economically, they will not get the same opportunity as others who might be less academically inclined and more economically inclined. This should be eliminated by Universities having admission costs reduced dramatically. National colleges should have free admission and private institutions will have low entry fees. Anyone who does not meet academic standards to enter college will be provided with room and board to finally meet academic age level. Colleges will teach job-applicable skills as well as the usual advanced courses.

Act 5 Workforce competency
All workers must show a certificate from the unified scholars council verifying their mastery and competence as shown by their success in their school years. Any workers that were not apart of the newly established education system will be expected to continue life as normal, and are given the chance to repeat any level of education they please with a slashed salary, while also making way for newer and more educated workers.
