Since it doesn't do anything, no contradiction, but even if it did do something, I'm quite sure the current freedom of assembly thing only protects peaceful demonstrations, so no contradiction. What public nudity has to do with violent demonstrations, I've no clue.

In other words, Metagaming (mentioning SC), no operative clause (I can't find anything saying nations need to do something) and thus the Category/Strength issues, branding ("I" and arguably "we").

A resolution to modify universal standards of healthcare.

Area of Effect: Healthcare

Understanding that vaccinations prevent the spreading of deadly viruses which have plagued the world for millenniums

Further Understanding that vaccinations do not completely immunise said person from said virus or bacterial infection, but greatly decreases the risk of death and serious symptoms.

Aware that many people refuse to vaccinate themselves due to various beliefs, mainly the fact that vaccinations cause autism. However, this has been debunked multiple times by large-scale, popular studies.

Also Aware that there are people who are phobic of needles.

Enraged that said person is vulnerable to many viruses and infections, which may cause the revival of a deadly virus, which may further lead to a national or global pandemic due to the spreading of said virus.

Hereby Declares,

1. Vaccinations shall be mandatory as it risks and endangers the lives of both those who have been vaccinated and those who have not.

2. Vaccinations are completed at no cost for the person who is getting it, in the interest of moral decency, the aim to reduce bacterial and viral infections worldwide and/or nationally and to aid those who are economically unstable.

3. If said person is trypanophobic (fear of needles) and is diagnosed medically by a professional, then a drug form of the vaccination shall be prescribed.

1. Knowing that a lack of industry (And hence a dependence on the agricultural sector) can cripple a country's economy
(i) Can hence understand that heavy industry is essential to a country's well being as a nation
(ii) Hence believes that a nation without heavy industry leads to a failing economy, and an impoverished populace
(iii) Saddened to see scenes of terror in certain countries due to their lack of economy, increasing crime rates, unemployment, etc.
(iv) Seeing that in many countries, the reason for these issues is strong environmental laws
(v) Understanding that these laws, while well intentioned and put in place to protect the environment, is now affecting the economy of the affected states
(vi) Reduces environmental control in nations, for the development of heavy industry.
The World Assembly,
2. Realizing that heavy industry adversely harms the environment
(i) By ways of air pollution and water pollution
(ii) Understanding this the reason that they are banned
(iii) Hoping that nations value their citizens over their animals
(iv) Also realizing that the environmental damage can be contained in small intensive heavy industry zones
(v) Also encourages employment in aforementioned industries
(vi) Also evacuating people from industries with heavy industries due to airborne pollution
(vii)

DISGUSTED that many projects with land acquired by usage of eminent domain have been shutdown or gone deduct, kicking people of their land for no reason

ACKNOWLEDGING that eminent domain can be used to create many beneficial public works projects

The General Assembly

REQUIRES that in the acquisition of property, compensation is required to be given to the owner of the property

FURTHER REQUIRES that the compensation given by the government must be greater than the value of the property

DECLARES that if a property has tenants, each tenant be compensated by greater than 1 years rent they would have paid to stay on the property

FURTHER DECLARES that if a property privately owned is vacant and or has received a complaint from a neighboring property for lowering the appeal of the community, the government may pay only 50% of the properties value.

ENFORCES that historical buildings that shall be determined by a local entity shall not be taken control of and may not be demolished

STATES that all projects the property seized by eminent domain must be determined to be successful

REQUIRES an economic consultant to give a cost benefit analysis of any project that may be conducted on land seized by eminent domain and that if the land is to be seized, it must be reported on as a beneficial project

BANS the giving of seized property to other private entities

FURTHER BANS the usage of seized property to build projects that have a harmful impact on the environment

DECLARES that in all projects using property seized by eminent domain, that all parties involved in the proposed project, including the government officials who proposed seizing the property, sign an agreement that they will use the seized property or pay fines up to 200% of the value of the property to the original owner

Realizing the possibility of forced landing in hostile territories due to emergencies,

Further noting the prevalence of armed forces members in cosmonaut crews,

1. Defines the following terms:

a. "Spacecraft", as in any commanded and controlled object crossing the Karman Line, 100 km (62 mi.) above the Mean Sea Level, for any duration and portion of its flight;
b. "Cosmonaut", as in any person enclosed within a Spacecraft, who is present during the Spacecraft's flight above the Karman Line;
c. "Landed", as in coming to rest relative to the surface on land, water, or otherwise

'Mean Sea Level', no, because any world with seas would have one.

Technically speaking, is 'Repeal Promotion of Recycling" illegal because it has an operative clause even though it is a repeal or am I misinterpreting it?

The legislating in a repeal rule only prohibits actually attempting to regulate something in a repeal, not operative clauses which "hope" that something happens, nor "hereby repeals" clauses. So that proposal should be fine.

RECOGNIZING that the resolution promotes World Assembly Nations with an image of unprofessionalism.

UNDERSTANDING that through statements such as those below we are encouraging an unflattering stereotype that could lead to non-WA nations to continue there lack of support.

OUTRAGED that GA #8 says, in relevant part:

Same problem as the last repeal: assuming someone (presumably the OBM) is given "significant power over...the World Assembly."

The assertion that a nation with a "low GDP" can't afford to rent an office suite is also a bit baffling.

Usage of Nukes on Non-Innovative Countries
