The Pen Is Mightier Than The Sword

A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity

Area of Effect: Artistic

Proposed by: Molanupet

Considering That artistic resolutions are in a low state, which means their strength is unproven.

Acknowledging than not all nations wish to be more artistic than they are now, or nor they do wish to become artistic.

Noting that artistic resolutions give nations a more creative population, which in return gives the nation more ideas, and helps them with economy, military etc.

Proving that artistic resolutions have more than just a small strength, they can make nations have a more diversified attraction of tourists and international aid.

KnowingArt isint a major component of a nation, nor do some nations want to make it a component of theirs. Which makes artistic resolutions have mild strength towards nation.

In conclusion Artistic resolutions can help a nation have a creative population, have a lot of ideas, boost economy and military.

This doesn’t seem to have any active clauses.
A representative democracy with a parliament of 535 seats
Kenmoria is Laissez-Faire on economy but centre-left on social issues
Located in Europe and border France to the right and Spain below
NS stats and policies are not canon, use the factbooks
Not in the WA despite coincidentally following nearly all resolutions
This is due to a problem with how the WA contradicts democracy
However we do have a WA mission and often participate in drafting

Would "Proving that artistic resolutions have more than just a small strength, they can make nations have a more diversified attraction of tourists and international aid", not technically be an active clause? This resolution would do something, (technically), as it would prove that artistic resolutions have more than just a small strength, they can make nations have a more diversified attraction of tourists and international aid.

No, it would not. "Active Clause", in the sense of proposal legality, refers to a clause that imposes or urges some action on the part of member nations.

For example:
"Requiring nations to provide sufficient road maintenance to ensure that there are no potholes large enough to damage vehicles." is an active clause.
"Urges nations to ban smoking in all public places, and in any home with children." is also an active clause.
"Proving that there is a problem with theft in all nations." is not an active clause. There is no requirement or urging here. Incidentally, just saying that you are proving something does not actually prove anything in much the same way saying that the sky is pink with purple polka dots does not make the sky that color.
Jebslund is a nation of kerbals ruled by Emperor Jebediah Kerman. We reject tyranny, believing that rights should be protected, though we also believe said rights end where the rights of others begin.
Shockingly, we *do* use NS stats, with the exception of lifespan.
Singular sapient: Jebslunder
Plural Sapient: Jebslunden
Singular/Plural nonsapient: Kermanic
Note: When a verb can logically only be done by the sapient using/piloting/holding the object in question, then the appropriate demonym for the number of sapients is used.

Capitalism, Socialism, and Communism are ECONOMIC SYSTEMS. Stop conflating them with political systems.

Which this technically does. It forces nations to recognize "that artistic resolutions have more than just a small strength, they can make nations have a more diversified attraction of tourists and international aid".

OOC: No action is imposed on member nations. The strength of artistic resolutions depends on their strength as selected by the author of the resolution and approved by GenSec. This proposal isn't forcing member nations to change anything.

Marriage Proposal
A resolution to improve worldwide human and civil rights.

Category: Civil Rights
Strength: Strong
Proposed by: Northern Assyria
Actions speak louder than words.

Therefore, a proposal will only be binding if one of the couples kneel on either of his/her knee or both while saying the magic word "Will you marry me?"

10 hours ago: Bananaistan: Illegal — As below
12 hours ago: Bears Armed: Illegal — This is not 'Civil Rights', and even if it was it wouldn't be 'Strong'. Also (not an Illegality, but a problem), one can "propose" things other than marriage... anything that one could "suggest" e.g. business partnerships, picnics, scientific ideas, etc. If you want to continue with this project, or draft any other proposals, then I suggest strongly that you do so in the GA forum where experienced players can point out problems BEFORE you submit them.

For record keeping purposes.
General Assembly Proposal
ID: oclusia_1570513510

Minimalize Weapons Of Mass Destruction Act
A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: Oclusia

WA General Assembly,

Noting that thousands of people at minimum perish in nuclear blasts that some would refer to as "smaller",

a. Meaning that larger ones can annihilate tens of thousands to millions based on the size of the blast
b. Thousands more end up with internal diseases like cancer
Deeply Disturbed that the threat of nuclear warfare can increase at any given moment causing the deaths of thousands to millions of the world’s citizens,

Acknowledging that the subsequent countries, but not limited to, have the majority of the world’s arms according to the world census,

a. The Territory of Deamonopolis
b. The Amorphous Mass of Point Blob
c. The Holy Empire of Rommanda
Further Acknowledging the following as fact,

a. Defines Weapons of Mass Destruction as nuclear, chemical, biological, or any further weapon that annihilates quantities of people and manmade constructions all in one go,
b. Emphasizing that Weapons of Mass Destruction is a source of unease, defense, and pride to distinct groups of people,
Realizes that the Nuclear Arms Possession Act allows WA member nations to Weapons of Mass Destructions, most notably nuclear weapons;

Affirms the World Assembly that this minimalization will not affect the ability of usage of nuclear weapons, but merely reduce and regulate production and uses;

Requests that the World Assembly General Assembly does the following actions regarding this issue;

a. Compose of a nuclear arms agreement,
b. Strip Weapons of Mass Destruction from nations who can’t be trusted,
Urges the World Assembly to convict those who try to threaten mass amounts of people with those nuclear weapons;

Requires that all nations possessing Weapons of Mass Destruction adhere to the given guidelines given by the World Assembly General Assembly;

a. Keep the numbers under 1,000 weapons per state,
b. Minimalize production of such weapons,
c. Strip weapons from those who disobey the written guidelines,
Hereby passes the Minimalize Weapons Of Mass Destruction Act.

Seconds ago: Bananaistan: Illegal — Proposal basics (proposals must be written as laws - the WA acts directly through legislation by mandating/recommending actions to member states or through committees established in resolutions - proposals cannot request or urge the WA to do something. Also resolutions apply equally to all member nations, even those who cannot be trusted.); Metagaming (attempting to legislate on non-members is not allowed - given that in some places you refer to WA member nations but others "all nations", it appears that this tries to get the WA to take action against non-members); Branding (the only permissible nation names in a proposal text are co-authors)
Delegation of the People's Republic of Bananaistan to the World Assembly
Head of delegation and the Permanent Representative: Comrade Ambassador Theodorus "Ted" Hornwood
General Assistant and Head of Security: Comrade Watchman Brian of Tarth
There was the Pope and John F. Kennedy and Jack Charlton and the three of them were staring me in the face.

Target Resolution: GAR#467
Proposed by: Unrealistia

The World Assembly,

Immediately recognize 6 facts summitted in this resolution as an undeniable facts.

Praise for its good intention to improve international transgender's rights.

Notices that 'Requires all member-states to have an affordable, easy-to-access way for its transgender population to access hormone therapy.' proves to be near impossible for some nations that have lower than average economy.

Further noticing that 'Forbids any member-state from forcing an individual to undergo hormone therapy.' will not save an individual from getting forced to do hormone therapy. As it only covers from the government.

Fearing that hormone therapy provided will not up to standard in some places where it could not be subsidized as there aren't statement about actual safety.

Understanding that rights to access hormone therapy must exist in order to ensure civil rights. But to a starving nation, wasting money to subsidizing hormone therapy instead of letting them use that money to buy food would be the most insulting.

Concluding that without ammendments, this resolution fails at ensuring budget, ensuring rights and ensuring safety for hormone therapy.

Hereby Repeal GA#467 'Affordable Transgender Hormone Therapy'

Honest mistake ("affordable, easy-to-access way" is in no way "near impossible for some nations that have lower than average economy")

Condemnation Of World Assembly Education Resolutions
A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity
Area of Effect: Educational
Proposed by: The United States of Swanson

Whereas the World Assembly exists to help keep the nations in membership at peace and to aid in resolving conflict.
Whereas the recent Educational Requirements have overstepped the intentions of the creation of the World Assembly.
Thereby usurping sovereignty from member nations with resolutions that are best left to the nations to decide themselves.
We hereby condemn and denounce all resolutions requiring member nations to change their own educational system.
Hereby, each nation shall have total and sovereign power to educate their citizens as decided by their nation.

Approvals: 0

GenSec Status: ILLEGAL — HELD
Illegal (1): Bears Armed
Seconds ago: Bears Armed: Illegal — It doesn't work like this. If you want NOT to be subject to a passed resolution then you need to pass a 'Repeal' resolution, which must use arguments other than just national/cultural/religious sovereignty (which could be used, otherwise, against just about ANY resolution...) and must specifically address the actual contents of its target; and each resolution needs its own, separate repeal, you can't target a whole Category's worth in one go. Furthermore, you can NOT ban the G.A. outright from passing new resolutions in any category, as this attempt seems to do.

Oh, and "all countries" would include those that are NOT members of the WA, too, which isn't allowed.

Our population is approximately 20 million. We do have a national government, although its role is strictly limited. Economy = thriving. Those aren't "biker gangs", they're our traditional cross-Clan 'Warrior Societies'... and are generally respected, not feared.

My issue is with the absurdly vague “some weapons assets” part. You could melt down a couple dozen rusty bayonets and be in compliance.
I am The Grumpy Old Man. Seriously. Not kidding in the slightest.

And, oh yeah, ... You kids get off my lawn. Seriously. Off. Now.

General Assembly Proposal
ID: bunny_rabbit_valley_1573970994

Logging Limits
A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: Logging

Proposed by: Bunny Rabbit Valley

This proposal refers to the increasing amount of trees being logged. It places a limit on amount of sq km per day that can be logged to avoid mass deforestation that puts our environments in danger.
The limit is 50 sq. km a day, or 1,000 trees.
While this would most certainly affect timber industries around the world, it would boost environment quality. And also, woodchipping devices all must now be reviewed by the government or World Assembly, so that it does not do excessive damage.
This proposal indicates that the trees are dying too fast, that it has rights, too, and that steps must be taken to cease deforestation and approving this proposal would be a big first step towards that goal.
This proposal recognizes that ecosystems and lives are taken away through deforestation, and that this needs to be stopped.

Sincerely, The Holy Empire of Bunny Rabbit Valley

Actually, "WA or government" works to avoid optionality, since it means you can't escape from having your machine checked. One or the other is going to do it. Optionality is when the proposal clearly says that nations can choose if they want to obey the mandates or not. Having a choice in which official does the inspecting, national or international, is not the same as being able to evade it completely.

Not very full of content (although maybe just enough to be legal on that count); however, Honest mistake (target does not ban all employment)

General Assembly Proposal
ID: rouge_asians_of_earth_1574341554

Trading Cards
A resolution to reduce barriers to free trade and commerce.

Category: Free Trade

Strength: Mild

Proposed by: Rouge Asians of Earth

We should be able to make Season two cards for newer nations who have joined in the past two months. We need more cards to be able to trade with other older nations.

Metagaming/Game mechanics galore. Also, I like the choice of category :D

Seen it:
GenSec Status: ILLEGAL — DISCARDED

Discard (1): Bears Armed
Seconds ago: Bears Armed: Discard
Seconds ago: Bears Armed: Illegal — Category incorrect ('Free Trade' is for the nations IN-CHARACTER); Proposal Basics (Format: Proposals must be written as laws); Meta-Gaming, AND Game Mechanics; No Operative Clause ("We should be able to" and "We need" don't actually DO anything). This idea could NOT be turned into a 'legal' draft.
