The General Assembly Administrative Organization Act

A resolution to enact uniform standards that protect workers, consumers, and the general public.

BE IT KNOWN; that this Proposal shall be submitted for the consideration of all Delegates, present in membership of the General Chamber of the World Assembly on this day SUNDAY, SEPTEMBER 01, 2019, and shall henceforth be entitled as follows; “THE GENERAL ASSEMBLY ADMINISTRATIVE ORGANIZATION ACT”.

AS SUCH; may it further be known that the terms used to address the scope, effect, and intended recipient of legislative result shall be defined as follows:

GENERAL ASSEMBLY; shall be defined as
the Chamber within the World Assembly concerned and tasked with passing international law: resolutions to improve human rights, environmental standards, and the like, and who, in their administration, can effect, modify, and otherwise mold the laws of Member Nations.

THE ORGANIZATION(S); in reference to any and all World Assembly bodies and institutions which administrate Assembly law, in/as a collective.

GENERAL CHAMBER, “CHAMBER”, “THE CHAMBER”: in reference to the General Assembly of the World Assembly as a collective, terms are used as a literary tool to prevent repetitive terminology and any resulting confusion.

AS SUCH, THE GENERAL ASSEMBLY HEREBY RESOLVES THAT;

- the administrative needs of the General Chamber of the World Assembly and the associated General Secretariat, are immense, complex, and nuanced.

- that said needs, as referenced above, must be appropriately catered to in order to prevent a breakdown of sufficient functionality within the General Assembly.

- that said breakdown would negatively effect, in the extreme, any and all efforts to properly carry out the diplomatic and security tasks associated with the General Chamber, and due to the bicameral nature of the World Assembly as a whole, the entirety of the organization itself.

THE GENERAL ASSEMBLY IS THUS FURTHER RESOLVED;

- that an organization must be created for the specific and singular purpose of properly and centrally administrating; the calculation and disbursement of funding, coordination and development of proper Human Resources, location, maintenance, construction, and development of General Assembly, and related organizational offices, proper maintenance and management of records of attainder, accounting, and similar operations, as well as the multi-level management and execution of internal policy, procedure, strategy, and operations, within the General Assembly’s many organizations and related entities.

- and that as such, it does hereby create the Commission for General Administration, which shall, upon the approval of this proposal by the General Chamber, be tasked with the duties above.

- the commission be managed at the executive level by the selection of Commissioners, and on a day to day basis by a Chancellor of the Commission.

- that the rules and policies surrounding both the selection of Commissioners, the number to be selected, and the selection of a Chancellor, be decided by the appropriate body at a time most convenient to them.

FURTHERMORE, THE CHAMBER HEREBY VESTS THE COMMISSION WITH THE FOLLOWING SELECT AUTHORITIES & PRIVILEGES;

- the privilege to advise the General Assembly and General Secretariat on the fiscal, operational, and strategic advantage and feasibility of all existing and proposed organization’s, bodies, agencies, councils, commissions, bureaus, and like institutions.

- the authority to hold hearings, and issue mandatory summons for said hearings, on all matters, and in the case of summons; to all persons, which may be associated with the authorities of the Commission.

- the authority to determine the; relevancy and necessity of all W.A sponsored, created, designated, funded, and/or associated; projects, initiatives, organizations, agencies, institutions, properties, and/or other related assets.

-the authority to; close, suspend, terminate, cancel, and/or otherwise end any and all; W.A sponsored, created, designated, funded, and/or associated; projects, initiatives, organizations, agencies, institutions, properties, and/or other related assets.

- the authority to intervene in the daily administration of all organizations within the the jurisdiction of the Commission and General Assembly.

FURTHER, THE GENERAL ASSEMBLY DOES HEREBY MANDATE MEMBER NATIONS;

- Once every two years, render, for all W.A sponsored, created, designated, funded, and/or associated; projects, initiatives, organizations, agencies, institutions, properties, and/or other related assets that; benefit, are associated with, primarily function within, and/or are otherwise in cooperation with their country(ies), justification and proof of future ability to remain relevant, poignant, and necessary to the Commission and its Chancellor, via; report, testimony, and/or similar input.

- Cooperate with the Commission in good faith to achieve the above.

IT IS THUS RESOLVED.

General Assembly Proposal

Right to a Fair trial

A resolution to improve worldwide human and civil rights.

Category: Civil Rights

Strength: Significant

Proposed by: Lebapersian

Observing that there is currently no guarantee of justice for those accused of criminal acts.

Noting that convictions are often unsafe due to the absence of any legal requirements for a trial under international law

Remarking that miscarriages of justice are common.

Believing that it should be everyone’s right to be protected from unjust and malicious prosecution.

Further believing that the more rigorous examination of evidence seen in a fair trial will lead to fewer innocent people being subjected to a miscarriage of justice.

Hereby mandates that all WA member nations guarantee a fair trial to anyone facing prosecution in their territory, in accordance with the following requirements:

Article 1 § That the accused be seen as innocent until proven guilty beyond all reasonable doubt, thus placing the onus of proof on the prosecuting authority.

Article 2 § That the defendant be given the right to present his case or to be represented by a person of his choosing.

Article 3 § That should the defendant be unable to afford the services of a representative, the state should be duly required to provide a representative to ensure a fair trial.

Article 4 § That the evidence shall be considered by an impartial jury of no less than 5 people and presided over by a judge with knowledge of the laws being applied and the requirements for a trial.

Article 5 § That all persons shall have the right to remain silent when questioned, and exercising this right shall not be used as evidence against them in court.

Article 6 § That information and testimony may not be extracted under duress or using any form of physical or psychological torture. Any information found to have been obtained through physical or psychological torture will be found inadmissible.

Article 7 § That the defendant shall have the right to question any witness who provides evidence.

Article 8 § That the defendant be entitled to appeal against both the sentence and verdict that has been passed.

Article 8 § That any punitive sentence passed by a court be proportional to the crime committed.

Article 9 § That the proceedings of the trial conclude within a reasonable time period.

I'm not bothered about the date used, because of the translation convention. Here's what I posted:
Illegal - Doesn't fit the category (or ANY category, really); mention of the General Secretariat (presuming that you mean the OOC 'GA Secretariat)' is Meta-gaming); the power that you give it over projects and agencies established by earlier resolutions contradicts (or amends) at least some of those resolutions; and 'Committee-Only' (Resolutions must require, or at least urge, more action from the member nations than just filing paperwork). It's very well written, though, and i look forward to seeing other proposals from you... but drafting them in the GA forum, where you can receive advice and feedback from experienced players, is definitely advisable.

The General Assembly,
Smuggling is a practice which is directly related to the black market.
To prevent taxes or duties on the goods smuggling is carried out.
Much smuggling occurs when enterprising merchants attempt to supply demand for a good or service that is illegal or heavily taxed. As a result, illegal drug trafficking, and the smuggling of weapons (illegal arms trade), as well as the historical staples of smuggling, alcohol and tobacco, are widespread. As the smuggler faces significant risk of civil and criminal penalties if caught with contraband, smugglers are able to impose a significant price premium on smuggled goods. The profits involved in smuggling goods appear to be extensive.
TO stop Trafficking following must be done.
1] Drug Traffickers must be given a long prison punishment.
2] By road each car crossing national border must be completely checked.
3] On sea trade the captain of the ship must carry a licence Giving permission to him/her to carry out trade.
4] The coastal guard must check each ship and verify the licence.
5] The smugglers will be arrested and will be given a sentence according to the transportation department court.
6] The officer who arrests and proves the smugglers that officer salary will be increased.
7] In the case of being bribed the officer will be suspended.
8] Each airplane transportation of goods will to require a licence which will given to the pilots.
9] All goods will be checked which will be traded on international borders.
10] For domestic trade also above process will be followed.
HEREBY,
1] Black market to decline.
2] crime rate to reduce.
3] Corruption to reduce.
4] Fair trade will be carried out.
request the general secretaries and all nations to support the bill.

Illegal — Category incorrect ('Regulation: Transportation' is to make the transportation process safer: This should be 'Moral Decency' instead); Proposal Basics (Format: Proposals must be written in the form that they would have as passed resolutions, so the closing "request" line is therefore inappropriate); Meta-gaming (that same line's mention of "general secretaries", clearly meaning GenSec, because GenSec is an OOC aspect of the game). Incidentally, the whole proposal would benefit from longer drafting and listening to feedback from more experienced players.

Standardisation Of Proposals Submitted To The GA

A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Mild

As the number of proposals grow there is no set manner into which the proposal is formatted.

This proposal calls for a recognised format that must be adhered to by members of the World Assembly who wish to submit a proposal.

Standardisation will improve the quality and efficiency of proposals and make it easier for everyone to read.

Section 1: Discussion
A discussion must be held on the General Assembly Forum to establish an agreed formal format for proposals submitted that enshrine international law.
a) The discussion must take place over a period of 7 days to allow a majority of members to be able to take part in the discussion and to make suggestions for a format.
b) The discussion must be civil and respect the views of other members and must not become offensive to any person, nation or religion.
c) The discussion shall not exceed the 7 days set out in S1)a) and at the end a proposal with the suggested format shall be published to be voted on.

Section 2: Reasoning
It is now more than ever, with over 460 resolutions, necessary for a standardisation of the format of proposals, as such a standardised format would allow for a greater ability to read and digest the information that has been proposed by a member and in doing so will easily establish a better understanding of the proposal as not to confuse or render it impossible to determine the precise information being conveyed.

Section 3: Effect on Democratic Values
The proposal of a standardisation of the format of proposals will not undermine any democratic value as the standardisation is designed to allow for better understanding as is mentioned in Section 2 of this proposal.
a) The idea to standardise formal documents is as old as Government itself and as such it is a tried and tested way of maintaining a strong orderly understanding of policies and processes that allow for the daily operations of businesses and nations.
b) Bureaucracy is a necessity for the workings of a large international organisation such as the World Assembly and as such a standardisation of many aspects would make a smoother experience for all members.
c) A standardised format would allow for a more democratic approach to the acceptance or dissolution of proposals made by members;
1) Information would be presented in a clearer manner allowing any person to be able to understand what the proposal is trying to convey;
2) The format would then allow members to make a better educated vote on the outcome of the proposal.

A resolution to modify universal standards of healthcare.

2. All nations in WA government must have a healthcare rating in the top 15% of the world's nations.
3. All WA members must have 50 endorsements to change any healthcare laws.
