The current rules don't forbid 'WA Police', they forbid -- via GAR #2 -- WA involvement in "police actions": From the context in which the term appears there, I'm inclined to interpret it in its
other RL sense -- as meaning military actions against non-State actors, basically -- instead. I was out-voted on this on the
last time that this question arose in a challenge, but I'm not going to mark the proposal as illegal on that basis. However, even ignoring that question, it needs to tell the member nations what to do -- rather than just tell them when they
don't have to cooperate -- and even then there's probably only enough content for 'Mild' strength.
The idea has potential, though: I'm going to send its author a suggestion that they either bring it to this forum or take it elsewhere for for help with drafting a better version,,,

Twelve hours later, they submitted it again.
Edit: Actually, looking again, they did make
one change for the better between versions... The original version said "in all world" rather than just "in the assembly".
