General Assembly,
Lately there has been a lot of controversy about guns and gun regulation, here is a bi-partisan bill to help solve the problem.

1. the requirement of federal background checks
i.) each countries government will require intensive background checks before purchasing a firearm of any type
ii.) there will be a minimum of a 7 day waiting period between ordering and taking the gun.
2. an assault weapons ban
i.) all assault weapons will be banned from the public
ii.) all semi-automatic and automatic weapons will be banned from the public
3. bump stock and silencer ban
i.) bump stocks will be banned from the public
ii.) silencers will be banned from the public
4.assault rifle and semi and automatic rifles return policy
i.) will get fully reinbursed plus 1000$ for turning in their rifle(s) by their government
5.silencer and bump stock reinbursement policy
i.)will get fully reinbursed plus 1000$ for turning in their addon(s) by their government.

Proposal basics, real-life references (bi-partisan is a rather obvious reference to the US government. Though I suppose it could also just be someone who doesn't know what bi-partisan means. whatever.).

Ban on plastic products

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: Manufacturing

Proposed by: Kamalans

The General Assembly,
Lately there has been quite the debate about certain plastic products, this bill will fix the problem.

1. Plastics that are not renewable cannot be manufactured starting January 2025
i.) plastic straws will be completely phased out by January 2025
ii.)plastic lids will be completely phased out by January 2025
iii.)plastic rings will be completely phased out by january 2022

2. the remaining 1 use plastics will be replaced my hemp plastics
i.) plastic straws will be replaced by hemp plastic straws by January 2022
ii.)plastic lids will be replaced by hemp plastic lids by january 2022
iii.)plastic rings will be replaced by cardboard holders by january 2022

proposal basics

I don't see the proposal basics violation with either of these.

The plastics one I have marked illegal as we have precedent stating that resolutions go into effect immediately. Grace period are allowed but there must be some requirement/recommendation for immediate action. The guns one contradicts existing legislation.

And the pile of operative clauses in both make them "written as laws".

Repeal: “Prevention Of Torture”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#9

Proposed by: Banach Spaces

General Assembly Resolution #9 “Prevention of Torture” (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.

The World Assembly,

Due to the inconsistencies in law on prevention of torture, which have far ranging consequences under reasonable interpretation on military and police activities as well as the safety of people from terrorism, as well as the law itself doing little to actually achieve its own stated goals thereunder, it is proposed that the law be repealed.

1. The definition of torture, specifically "intentionally inflicting pain, severe discomfort or suffering on a person for the purposes of...concession to demands...where committed with the approval or assistance of a government official or person" implies that warfare is torture. Is war banned by this law?

2. By bullet 6, since member nations are required to take action against those nations which torture people, it follows that any member nations waging war must have action taken against them. What type of action might this be? More war? Since war would be illegal by this "Prevention of Torture" law, the only types of punishments or sanctions that could occur would be removal from certain organizations and endorsements, but this would not necessarily prevent torture, which is the goal of this law. The law itself is hence ineffective. Furthermore, any military orders involving the harm of other people would also be illegal, as would police activity to bring down a dangerous and vicious criminal.

3. Do terrorists give their victims suitable compensation for the pain and terror they inflict thereupon? Why should terrorists be given more human rights than the homeless, for example, who in many countries may lack medical coverage due to insufficient funds?

4. If a captured terrorist is plotting an attack, should he be tortured to possibly gain that information which may save many lives? It would be irresponsible to prioritize the "human rights" of a human rights abuser when many lives are at stake, and when torture could loosen his tongue in a time pressured situation. The prevention of torture law also does not sufficiently prevent terrorists, themselves torturers, from committing such acts, either.

In sum, the law as is does little to change existing policies in various nations on torture and/or encourage them to change their ways without contradicting itself, and upholds the rights of terrorists over those of the weakest in any given country.

Maybe it's just me, but this reads more like a blog article, or a series of tweets, than it does a repeal.

Honest mistake as far as I could see. This stuff about war, the target does not prohibit nor does clause 6 require any action against other member states so that was the first two "clauses" of the repeal done for.

Strength: Mild

Proposed by: Island Nation of Otaku

Proposal #2

Lady kagome Grand Duchess and ambassador to the General Assembly for Island nation of Otaku. "Sits down in her chair and crosses her legs as she pulls out pieces of paper to read."

Free trade among all nations of the world promotes a strong economy. It will furthers Relations Between the different countries of the world. But there should be strict guidelines to support the free trade International customs and enforcement of drug Trafficking.

A. Every nation should put at least 2% of their GDP in two border and customs but show at investigation to limit the influx Of illegal immigrants and drug paraphernalia
B. countries will have the right to deny any food or plant or animal trade that will indanger their domestic environment
C. In the case of sanctions there will be a exception on food And medical supplies because of the poor innocent people that are not responsible for the government's actions
D. Neighboring countries sit down and negotiate fishing rights of their water and set down legal reformation so that you're not over fish The food source

We believe that This will help any and all nations building a better relationship between each other. Thank you for the time Grant it to me president of Assembly I yield the rest of my time to my extreme colleagues

Branding, called "proposal #2"?, items not covered by the chosen category (border security? Really?), Mandating % of spending, duplication of Sustainable Fishing Act ... and other stuff, I'm sure. Overall, complete fail.

Repeal: “World Assembly Headquarters”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#8

Proposed by: Banach Spaces

General Assembly Resolution #8 “World Assembly Headquarters” (Category: Political Stability; Strength: Mild) shall be struck out and rendered null and void.

The World Assembly,

This law mentions no source of funding for its various activities which arguably require funding from member states. For example, real estate, construction and maintenance of the facilities, furnishing of security therefor, and compensation for nations ceding part of their lands for this purpose: this is very expensive. If the fees for this organisation are to be "fair" and "reasonable", will they necessarily subsidize all of the costs without asking for money from other nation states that do not participate/did not approve? If so, that would violate the national sovereignty of nearly half of WA nations, as the margin whereby this law was passed was extremely slim. Furthermore, there is nothing in this law that explains how this possibly expensive endeavour would achieve this unity and peace; all it does is build a building and protect it, and possibly selectively choose which member nations can have an office there and which not. If some nations are rejected and no reasons have to be given (the law requires the authority of the OBM to be respected), this may cause disunity. Also, there isn't any regulation on how fees will be fairly levied upon participating nations, either, again posing a threat to unity. The most worrying part is that this resolution is supposedly for restricting political freedoms. In a democratic world assembly, this law is an insult thereto, and certainly would contradict unity and peace. Even if this headquarters is completely fair and does not cause disunity, there is no reason for the WA to believe that this headquarters can achieve its goals, and relies on the good faith of the participants which cannot be guaranteed as the WA accepts dictatorships among its ranks, yet the headquarters would make good on a single goal: spending the hard earned money of other nations.

Blog

Interpretation Of Laws
A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Strong

Proposed by: Banach Spaces

World Assembly,

In an effort to increase equality of each nation under the law, limit abuses by selective interpretations of the laws due to ambiguous wordings, as well as accept the idealogical differences of various nations in the WA, it is hereby proposed that

1) All laws be interpreted literally and only by the written meaning of the law, without regard to outcomes.

2) Ambiguous proposals be preferentially declared illegal.

The goal is that laws will be written more carefully to exclude loopholes and harmful interpretations that are influenced by political agendas and/or biases; the WA shall account for differences in philosophy in different nations, specifically with regards to what is "reasonable" and "unreasonable" interpretation and/or legislation, and only a literal interpretation of laws can consistently and fairly apply the law to all.

Prohibition Of State-Funded Education
A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Mild

Proposed by: Beaulac

The World Assembly

RECOGNISES that state-run education has been widely used as a central tool for the indoctrination of the youth of the world by despotic dictators and left-wing, whiny snowflakes and hence hindering the furtherment of democracy;

DEMANDS the immediate outlawing of all state-run education;

REQUIRES all nations to hive off all education establishments to the private sector by share floatation, by absorbsion as a cooperative or by other means or, alternatively, to close them forthwith.

It appears to be category failure.

Policy Condemnation Motion
A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Mild

Proposed by: Beaulac

NOTES that most environmental policy is driven by just four factors, namely
1. The strutting arrogance of public officials on the make.
2. Celebrities engaged in virtue signalling
3. Trots and other "reds under the beds"
4. Fairy stories like the Great Global Warming Hoax

CONDEMNS scam artists peddling carbon-neutral and other whiny snowflake bunkum to populations who deserve better from their elected officials and to liberate the peoples of the world from this oppressive nonsense and state-funded corruption.

More category failure

Latitude And Longitude Standard Act
A resolution to reduce barriers to free trade and commerce.

Category: Free Trade

Strength: Mild

Proposed by: Beaulac

The World Assembly,

NOTING the diversity of latitude and longitude standards in member states, used by shipping, whether public or private;

SEEKING to transform the efficiency of shipping positively;

1. CREATES the International Board Of Latitude And Longitude, a union of all member states' shipping administrations aiming to create a latitude and longitude standard;

2. DEFINES zero longitude east and west as running through the capital of the country having the largest shipping industry.

Still more category failure

Repeal The WA Labor Relations Act
A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Strong

Proposed by: Beaulac

The World Assembly

CONDEMNS the bullyboy tactics of lazy union bums, and hereby repeals the WA Labor Relations Act.

NOTES that Labour Relations are a matter ONLY for employers and employees.

NOTES that there is NO fundamental right to join a union which is nothing more than an instrument of gangsterism and mob thuggery

NOTES that workers have no right whatsoever to breach contract by refusing to work, not least when the cause is nothing but rank laziness.

NOTES that it is the fundamental duty of employers to intervene to break up industrial action to protect the rights, assets and well being of shareholders.

NOTES that nation states have a duty to act fairly and must not engage in any exempting regarding rights and duties to break up industrial actions and unions.

NOTES that it is the DUTY of employers to dismiss troublemakers, particularly those that wish to band together to form a union.

AFFIRMS that ZERO right exists for groups of employees, too lazy to work, to harass and disrupt their trade of their employer.

AFFIRMS that it is the DUTY of employers to ensure that troublemakers looking to impinge upon the human and civil rights of shareholders can be singled out for the treatment that they deserve.

AFFIRMS that joining a union is, fundamentally, an act of gangsterism and that it is the duty of both state and employers to stamp out it out.

AFFIRMS that employers are fully entitled to consider the costs to their shareholders when considering remuneration to employees, bent on causing trouble, and to deduct, at source, from the wages and wage rates, such costs caused by such troublemaker employees to protect the human and civil rights of their shareholders.

According to the title, Really Big category failure. And since it is not an actual repeal, contradiction.

Global Ban On All Weapons Apart From Pointed Sticks
A resolution to slash worldwide military spending.

Proposed by: Ratioperfecta

War is a disease that can be cured!
Looking back into the oldest times of mankind, we learn that homo sapiens hasn't always waged war
against his own kind. Once there was a time when humans roamed freely over the face of the earth.
When two tribes found themselves opposed over some prey or a strip of land they both wanted, a
quarrel was mostly solved by quick hand-combat that ended in the retreat of the weaker party.
The losing tribe emigrated to another region and found a place to live and prosper there. Longer wars
were unnecessary and completely counterproductive. No group of human beings could have survived
the loss of several of their members at once.
When tribes settled during the Neolithic Age, they had to defend their cattle and crops against invaders
and wars as well as massacres became common among mankind.
Since then the leading question has always been, how people can develop stronger means to win
over other nations militarily and technologically. What if we all use our sense and sanity to invest
it in better living conditions for everyone? Billions of aurums, dollars or euros could be better spent
in a fight against hunger, devastion, ignorance, disease and poverty. Multilateral pacifism could also
enable us to collectively work for the expansion of mankind into outer space.
We call upon all nations of the planet to join their unarmed arms in an anewed strive for world peace!
Let's only fight with words - and where there must be conflict, let our leaders fight for supremacy with
pointed sticks and broadcast it live globally!

Bloggy, RL references (Dollars, Euros)

Category: Repeal

Resolution: GA#52

Proposed by: Beaulac

General Assembly Resolution #52 “Food Welfare Act” (Category: Social Justice; Strength: Strong) shall be struck out and rendered null and void.

The World Assembly recognises that relief by Government and by the World Assembly agencies has resulted in

CYNICAL ABUSE by various nations by offering supposed aid that has been tied to long-term contracts to foist unwanted goods and services upon poor nations that are not to the beneficiaries interests.

FOSTERING A CULTURE OF DEPENDENCY within Governments of poor nations.

ENCOURAGING THE DEVELOPMENT OF NEO-COLONIALISM in the minds of the benefactor nations.

To redress these difficulties, the World Assembly hereby repeals the "Food Welfare Act" and closes its agencies.

Does not address the arguments of the target.

I won't comment individually due to the volume of illegal proposals (14 in the queue atm) but I'm broadly in agreement with the reasons stated here. Thanks for the help folks.

Ditto.
And did anybody else spot the "obligatory" spelling error?

Oh, I saw it, and didn't feel it needed mentioning as the other thingy I mentioned was sufficient to make it illegal, and because just how bloody obvious it is. I was, however, greatly amused by this particular misspelling.

For a good idea of how large 10 per cent of national income is, consider that Denmark, which spends the most on education in the OECD, spends 4.7 of national income on education.

Repeal: “WA Labor Relations Act”

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#43

Proposed by: Beaulac

General Assembly Resolution #43 “WA Labor Relations Act” (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

General Assembly Resolution #43 “WA Labor Relations Act” (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

The World Assembly

CONDEMNS the wanton destruction and needless restriction of civil rights by the WA Labor Relations Act of corporations, their shareholders and those good enough to offer employment

CONDEMNS the bullyboy tactics of lazy union bums

REPEALS hereby the WA Labor Relations Act.

NOTES the laughably incorrect spelling of "Labour" throughout this oppressive legislation, demonstrating the illiteracy of those lazy union bums who drafted it in the first place.

NOTES that ZERO right exists for groups of employees, too lazy to work, to harass and disrupt their trade of their employer.

NOTES that it is the DUTY of employers to ensure that troublemakers looking to impinge upon the human and civil rights of shareholders can be singled out for the treatment that they deserve.

NOTES that joining a union is, fundamentally, an act of gangsterism and that it is the duty of both state and employers to stamp out it out.

NOTES that employers are fully entitled to consider the costs to their shareholders when considering remuneration to employees, bent on causing trouble, and to deduct, at source, from the wages and wage rates, such costs caused by such troublemaker employees to protect the human and civil rights of their shareholders.

Doesn't address the arguments in the target, Honest Mistake (the target does not condone laziness)

Incidentally, the person who posted it seems to not realise this is an Australian site and not an American one, and that remark borders on flaming.

I saw this come up on one of my WA office channels. This idea that a proposal both must address the resolution and cannot state the reverse of arguments are both unenforced and contradictory. HM talks about misinterpretations of a proposal, not whether something must point by point refute a target's arguments without missing anything and without arguing the opposite of them. That's impossible.

The proposal argues, pretty stupidly, about powerful unions causing laziness. I don't see answhere where the repeal argues that the target condones laziness. That's an HM: misrepresenting the target.

"not least when the cause is nothing but rank laziness." Implying that conferring the right to strike is done to condone laziness, as opposed to it being a means of protesting poor working conditions.

That's a fact claim about the world, not a misinterpretation of the resolution.

Global Nonproliferation Initiative

A resolution to slash worldwide military spending.

Category: Global Disarmament

Strength: Significant

Proposed by: The Empire of Cyril

The Chamber of International diplomacy from the Empire of Cyril hereby proposes that all nations of the world that poses nuclear weaponry to disarm and remove 10% of their total nuclear arsenal as a step towards global disarmament to safeguard the future of the generations to come, lest they be wiped out in a nuclear holocaust given occasional tensions between world powers. This proposal is and should be regarded as a positive good rather than a necessary evil as it seeks to restrain the damage dealing capacity of nations , as the implications of a nuclear war are far more deadly than any type of conventional warfare ever seen before by humanity.
