I see no reference to the player, but I *do* see Branding (not allowed to even mention specific nations in proposals), Proposal Basics (proposals must be written as the laws they are going to be upon passing, not as blogs or suggestions), and No Operative Clause (there is no wording in the proposal that would require nations to do anything, ergo the proposal doesn't *do* anything).
