Description: RECOGNIZING the ability of nations to set up and regulate the sale of alcohol in the nation, the alcoholic drivethrough act aims to give both national and local stores the ability to distribute alcohol through drivethroughs.
UDERSTANDING the increased risks related to automotive accidents caused by alcohol, the alcoholic drive through act DOES NOT condone the drinking of alcohol while in any vehicle.
ALSO ARGUING that it is the responsibility of a nation to enforce drinking and driving laws, while alcoholic businesses are unable to prevent driving under the influence when a customer is not on their property.
REFERRING to open container laws, drive through alcohol stores do not necessarily break these laws. A closed container includes disposable cups with lids, as long as the straw has not penetrated the seal on the lid. This leads the world assembly to conclude that businesses may sell alcohol by drive through if the straw is not inserted into the cup lid itself.
ALSO BELIEVING that citizens of nations affected by the alcoholic drive through act have a civil duty to understand the national laws and to abstain from alcohol when behind the wheel of any motor vehicle. By this logic, businesses are also not liable for the misuse of alcohol and cannot be held accountable for the injuries of citizens who were under the influence of alcohol.
The alcoholic drive through act overall aims to:
1. Encourage drug and driving laws made by nations
2. Give businesses the ability to sell alcohol to a large amount of citizens through drive throughs
3. Decrease the amount of nations with high drug use ignorance
For giving responsibility to citizens, liberating businesses from accident liability, and encouraging drug regulations and driving laws on the national level, the world assembly hereby proposes the Alcoholic Drive Through Act.
