GENERAL ASSEMBLY PROPOSAL
ID: germanic_emipre_1480550212

Next Generation Engineering Classes
A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity
Area of Effect: Educational
Proposed by: Germanic Emipre

Description: The General Assembly,
I propose that we make Engineering classes in all nations schools mandatory.
Reason: Most people know that a lot of jobs now days are being taken over by robots. Although those jobs are being taken, there will be another job opening up from those. Engineering/fixing the robots that are taking these jobs. Therefore it is our job to teach the next generations how to engineer so they are prepared for the future.

Acts involved:

Act 1) Make every school have a mandatory engineering class.

Act 2) In those mandatory Engineering classes, teach the students everything they need to know about automation and robotics.

Act 3) The grade that these students will start learning on this subject will start from the 5th grade.

Act 4) These classes will continue on as advanced courses through college, and will be FREE. They will be free because they will still be mandatory classes through college.

Word Meanings:

au·to·ma·tion
noun
noun: automation; plural noun: automations
the use of largely automatic equipment in a system of manufacturing or other production process.
"unemployment due to the spread of automation"

en·gi·neer·ing
noun
the branch of science and technology concerned with the design, building, and use of engines, machines, and structures.
the work done by, or the occupation of, an engineer.
the action of working artfully to bring something about.
"if not for Keegan's shrewd engineering, the election would have been lost"

Real world definitions have never been illegal. This on the other hand could be dinged for plagiarism of several online dictionaries.
We're talking penguins and we have guns. Learn to deal with it!

A mis-alignment of automated GA-related responses and thread recognition circuits? :p Happens to me more often than I'd care to admit, but most of the time I catch them before anyone comments...

Guidelines For Human Trafficking

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: Broadlandis

Due to the fear of illegal entry into nations this resolutions will place guideline for countries to deal with human trafficking, human smuggling, and indentured servitude. If HT, HS, or IS is conducted to bring citizens from another country into your country in an illegal fashion you have the right to prosecute the trafficker or smuggler. You can prosecute them within your nation or send them back to the origin nation. The person who was trafficked, or summugled can not be persecuted and can either be used for evidence in a case, seen as refugee within your nation, or deported to the origin nation. If a person who was trafficked, smuggled, or an indentured survent would like to turn themselves into the authorities and their trafficker or summugler for immunity, or asylum it must be granted. If a smuggler or trafficker from your nation gets prosecuted you are not allowed to take military action against the other nation.

Repeal: “Ban Profits On Workers' Deaths”

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#233

Proposed by: Eulanai

General Assembly Resolution #233 “Ban Profits on Workers' Deaths” (Category: Social Justice; Strength: Mild) shall be struck out and rendered null and void.

This law is harmful to the economy. Death is natural and there's nothing wrong with businesses profiting off their dying workers, it's good for business and has virtually no negative effects. If someone is dead, they cannot be affected by anything. This new law will weaken economies and provide no benefits at all. I plead for those who read this to vote yes so that economies can be strengthened more and not weakened. Remember: There are no benefits to banning profits off worker's deaths, only negatives.

We firmly believe that the world of nation states would be better off without the World Assembly. The World Assembly and Security Council are corrupt because the delegates have a major influence, above all other members, which is unfair as all members should have an equal say in any decisions made. You should not have to have 2 endorsements in order to write a proposal either, for the same reasons. Furthmore the Security Council encourages violence and could cause nation states to turn on each other, threatening peace in all regions.
Despite the fact that you must have at least 2 endorsements in order to write a proposal you cannot then approve the proposals of others. This is an imbalance in the structure of the World Assembly. There are so many important, pressing issues facing the world, yet so many of the proposals focus on issues insignificant in comparison.

General Assembly

The way the General assembly and the security council are run is both corrupt and unfair. You need to be a delegate to approve ideas you agree with and have two endorsements to have your idea's even considered.

I suggest that every member of the General Assembly be allowed the chance to approve proposals and to write them.

Proposed Vote Of No Confidence

A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Strong

Proposed by: Imperium Magnifica

250 Days ago The Secretary-General Caelapes was elected on the following manifesto.

1. Decentralize the Secretariat!

Power for the Secretary-General? No! Power to the people!

Caelapes will devolve Secretariat power to local regional soviets and workers' councils! Say no to candidates who want only power for themselves, without fighting for the voice of all nations!

2. Eliminate Super-Delegates!

World Assembly resolutions are decided by the top 1% of endorsement-holders, disenfranchising thousands of nations!

Caelapes will give equal nations equal votes! Let each nation's vote have worth! End the practice of refusing to acknowledge nations' voice—let all nations be involved in World Assembly decisions!

3. No mods, no masters!

Corrupt site administrators and moderators have thrown their weight behind establishment puppet-candidates who want to make decisions without your input!

Caelapes will be a statesman of the people! Down with oppressive deep-state oligarchs and their meatbag puppets! Uphold worker control of NationStates! Get the octopus-tentacle hands of these marionetteers out of our regions!

- Since the election of the Secretary-General not one of their manifesto pledges have been instigated.

It is our belief that the Secretary-General has become the type of puppet leader that they vehemently opposed during the election.

It is also our belief that the Secretary-General is apathetic to their position and content to just hold title whilst ignoring every manifesto pledge they made.

This is not keeping with the values of the World Assembly, it also throws our integrity into question and shows contempt for the principles on which the Secretary-General was elected.

In light of this we propose a Vote of no confidence in the Secreatry-General and if passed demand that a new election be held so that we can sustain our integrity.

Approvals: 49 (Imperium Magnifica, Ancient Free and Accepted Masons, Bellwyne, Wobbegong, New Socialist Saxony, Katie May, Twitchyssburg, Baptized Believers, Germanic Emipre, Shamu Kekistan, Republic of Tacos, Saint Willoughby, Great Cyan, Camren, Electrona, Testoneofone, The Swadian Peoples, Amalgia, Frittenia, Owraerrerian Dynasty, Vaquas, Schmissmas, The wasteland of Easton, New Nationale Einheit, Krinchreich, Hassany, Neo Kervoskia, Great Pain, Indocia, Evalore, Plamyadia, Greater Argentine Republics, Commnisims, GABErial, 5years, Royal Bananas, Altonus, SpacemanSteve, The Atmoran Diplomat, Unat, Less Cool Canada, Wintercrest Revolutionaries, AshIsland, Zach-Way, United Dawn Emmisary, Meaty Goodness, Kindrexstan, The Iron Rebel, Greater Banitia)

Repeal: “Rights Of The Quarantined”

A resolution to repeal previously passed legislation.

General Assembly Resolution #389 “Rights of the Quarantined” (Category: Health; Area of Effect: Healthcare) shall be struck out and rendered null and void.

Repeal- Reproductive Freedom

A resolution to restrict civil freedoms in the interest of moral decency.

Category: Moral Decency
Strength: Significant
Proposed by: New Caskadia

General Assembly Resolution #286 “Reproductive Freedoms” (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

This General assembly Resolution interferes with the rights of religious states like emirates, Sultanates and Theocracys.

Note-
1.)Abortion kills a human child

2.)Some nations are based on religious bases and this is against the believes held by the nation and the majority of the people

3.)Some religions have banned Abortion as a sin

This act is against GAR #65 Civil Rights

Hereby:

GAR #286 is rendered null and void

Category violation, NatSov, honest mistake (some bullshit about GAR#65 being a civil rights resolution instead of a repealed weapons resolution).
Repeal: “Suppress International Piracy”

A resolution to repeal previously passed legislation.

Category: Repeal
Resolution: GA#20
Proposed by: Katie May

General Assembly Resolution #20 “Suppress International Piracy” (Category: International Security; Strength: Significant) shall be struck out and rendered null and void.

We proposing this are aware that it will be controversial to overturn an anti-pirating bill from many years ago. However, we find this to be an important measure to take.

1) The idea of piracy in the resolution is vague, giving way to the idea that anyone could be designated by a WA member. This has set a basis for citizens to be prosecuted as if they are pirates.

2) The resolution invades on the freedom of member nations. If a nation wants to go against this action, such as by working with pirates for whatever reason, it is no business of the World Assembly and its members. Instead, this is the business of the nation itself.

3) No nation should be forced to increase its policing budget for no real reason. Think of how many taxes could go away if we simply repealed this measure.

4) There is no reason to believe repealing this would lead to an increase in piracy.

No repeals clause.
Regional Abandonment

A resolution to increase democratic freedoms.

Category: Furtherment of Democracy
Strength: Mild
Proposed by: Saint Willoughby

If a region or nation state remains inactive in excess of 120 days it shall be deemed as a voluntary abandonment and therefore surrenders said region or nation state to The World Assembly if a region , and to The Regional Founder if a nation state ,, Thereby gaining proprietary rights to All Land contained within said boundaries of said voluntarily abandoned land as well as any minerals contained within the ground,, too include. NATURAL GAS,,, OIL,,, COAL,,, GOLD,,, DIAMONDS,,, AND ANY OTHER PRECIOUS GEMS..

Category violation, strength violation, game mechanics, metagaming.
Repeal: “Restrictions On Child Labor”

A resolution to repeal previously passed legislation.

Category: Repeal
Resolution: GA#4
Proposed by: Legoria

General Assembly Resolution #4 “Restrictions on Child Labor” (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.

Nations need more workers...These kids could be a huge tap into a nations economic resources and production. Leading to a richer nation and richer world.

Blogette, no repeals clause.

I think the fact that the "Vote of No Confidence" has now made quorum should probably be taken as an indicator that perhaps the way resolutions are campaigned for and reach quorum is not currently perfect.

Also, bearing in mind the definition of "international pirates" included in the resolution, I would call clause #1 illegal under the 'honest mistake' rule.
Anyhows, with 103 approvals still needed and only 10 hours left for collecting them, I don't think there's much risk of this reaching the floor.

Defines Economic Crisis a situation in which financial assets suddenly lose a large part of their nominal value.

Defines Economic Intervention as an action taken by a government or international institution in a market economy in an effort to protect the economy beyond the basic regulation of fraud and enforcement of contracts and provision of public goods.

Recognising That in markets where new commodities arise there is always a risk of an Economic Crisis when Economic Bubbles burst.

Recognising That Economic Crisis due to a Burst of an Economic Bubble have a catastrophic Effect on National and International markets.

Recognising That the said effect of Economic Bubbles ultimately requires some form of government or other organizational intervention.

Recognising That this said intervention ultimately further restricts freedom within markets.

Obliges All Nations, Regional Executives, and, in the most urgent of situations, the World Assembly to directly intervene in any markets where a growing Economic Bubble presents a serious threat to the wellbeing of markets (and the de facto people and/or governments dependent on those markets).

Allows The said intervening organization(s) to take any measures it deems necessary to protect the market(s). This includes but is not limited to:
1. Restricting access to said market(s).
2. Absorbing the corporation(s) or other organizations involved in the propagation of said Economic Bubble(s).
3. Outlawing said commodity or commodities that form said Economic Bubble(s).
4. Subsidizing other areas of said market(s) in order to strengthen it against said Economic Bubble(s).
5. Dissolving said market(s) that house said Economic Bubble.
Provided: The said organization does not violate any prior passed legislation.

Mandates That all involved parties in the Economic Bubble(s) contribute to remove the cause of said Economic Bubble(s).

Creates The Economic Bubble and other Economic Crises Prevention Committee (EBECPC) that is tasked with:
1. Investigating any potential Economic Bubbles or other Economic Crises Causing Events(ECCEs).
2. Reporting their findings to the World Assembly, including the what they deem the necessary route for curbing any potential ECCEs.
3. Taking the necessary steps of intervention to curb said ECCEs.
4. Ensuring the safety of the markets in which they've intervened.
5. In the case of an Economic Crisis the EBECPC reserves the right to intervene in any fashion in deems fit, providing it does not violate prior legislation, to help a market recover from said Economic Crisis.

This Is All In Order To Maintain the maximum amount of freedom within markets while still protecting any parties involved in the markets, including people, corporations, governments, or other organizations must come first before other issues.

Obliges The World Assembly to take immediate action to reprimand any Nation or Region that attempts to instigate or encourage an ECCE.

Category violation, mentions regions

General Assembly Proposal
ID: bergonnia_1481562382

Repeal: “Compliance Commission”
A resolution to repeal previously passed legislation.

Category: Repeal
Resolution: GA#390
Proposed by: Bergonnia

General Assembly Resolution #390 “Compliance Commission” (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

Bearing in mind the importance of compliance with WA legislations, and the necessity to ensure that compliance is followed by all.

Deeply concerned with the Compliance Commission resolution and it's infringement on the sovereignty of member states.

Desiring that the sovereignty of memeber states and their ability to control and command their own respective militaries and police forces is not infringed.

1. Calls appon memeber states to immediately repeal the Compliance Commison in order to allow memeber states to remain in full control of their security apparatus.

2. Condemns any action requiring memeber states to create and pay for WA programms.

3. Expresses its hope that a better way to ensure compliance with WA resolutions is found in the near future.

I propose that this only goes in affect for only those with more than one billion citizens and let the rest of the nations develop

Both are legislating in a repeal. And, I posted the second one to the thread within one minute! That's the new record, people.

Disarm Nuclear Nations

A resolution to slash worldwide military spending.

Category: Global Disarmament

Strength: Significant

Proposed by: Pokemanland

We are on the brink of an all out nuclear war. There are nations on the rmb talking about nuclear war with each other. This is not good. If a nuclear war does happen, some nations will not be prepared. Some nations have hundreds of nuclear weapons. Others have none. Nations with over one hundred nuclear weapons should disable them until they have one hundred active weapons. Nations with little or none need to start making them until the have one hundred. This will increase international security and give all nations a fair chance should there be a nuclear war.

Innovate A Solution Proposal

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Mild

Proposed by: Alexandria Hamiltown

Government is well run when it is run by excellent people, however, excellent people are hard to come by. Studies have shown that innovation can boost a work forces morale and lead to a higher rate of ideas and solutions from all employees. I hereby propose that an Office of Personnel Management be enacted as a part of this council. The Office of Personnel Management will do the following:
1. Lead innovation courses and work vehemently with the leaders and people of this assembly to reach an innovative solution to problems otherwise impossible to solve
2. Protect the people and workers of all countries, essentially it is a workers union but more powerful, if a large group of workers is being treated unfairly, they will come to OPM
3. The Office of Personnel Management will have no one leader, it will have four executives and hopefully a large number of employees. All employees will be required to abide by ethical rules.

Let's progress to a better future, help create the Office of Personnel Management.

For years, children are brought by their mother or father in the casino, then when they grow up, they will imitate the deeds of their parents. The old No Operative Clause.

Added some clarity into your comment, since 75% of the time I can't remember what "NOC" stands for, either, and because we do get new people here, looking at examples of How Not To Do Things. Also, the proposal is written so that it could be read as legislating in a repeal rather than being the repeal argument.
