Public Dispute Resolution

A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability

Strength: Significant

Proposed by: Bernie Sanders Cooperative

Description: The sole purpose of this proposal is to pass legislation in the World Assembly, to become law for all member nations and regions, on the subject of public argument between nations.

2. If one nation engages in any sort of libel, defamation, vituperation or slander against one or multiple other nations resident in the same region;
3. If these arguments are held in a public view, such as the regional public message system;
4. If other nations in that same region feel the argument hurts their business interests, political or economic motives, or the general state of the region;
Then a vote may be held in the region, giving each nation one vote. If a majority concur with the concerned nation, then the two arguers may be given a period of reasonable time (e.g. 48 hours) to resolve their differences. If no resolution is reached, then those two nations will be forced to leave the region.
To enact this law, the region's nations must concur that there is malicious intent in the wording and writing of one or both nations. There must also be at least 90% of the region's nations voting, to provide a clear opinion on the matter.

Gun Tax

A resolution to tighten or relax gun control laws.

Category: Gun Control

Decision: Tighten

Proposed by: Evolvus

Description: Honoured members of the World Assembly,

NOTING that over the past few years restrictions on gun control have been dramatically relaxed.

FURTHER NOTING that this is a terrible thing, as mass shootings have also increased exponentially and far too many people die from guns.

STATING that Since it has been proven difficult to outright ban guns, a gun tax would probably cause a decrease in gun purchases.

DEFINING this tax as a tax that varies based on the potential lethality of the firearm, such as a 10% tax on hand pistols and a 30% tax on assault rifles.

SUMMARIZING this proposal as a proposal that would greatly improve security around our great world and provide safety to many citizens.

Approvals: 0

Status: Lacking Support (requires 100 more approvals)

Repeal "WA General Fund"

A resolution to repeal previously passed legislation.

Category: Repeal | Resolution: GA#17 | Proposed by: Democratic Socialist Saxony

Description: WA General Assembly Resolution #17: WA General Fund (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.

Argument: Noting In the GA Resolution #17 seeing that the GAO Is completely reliant on donations for funding the WA.

Arguing That donations are needed to fund the WA, and Funding is very limited

Rejecting That it is realistic to keep an organization of power funded only through donations

Has Decided:

GA Resolution #17 "WA General Fund" is hereby repealed and replaced.

New WA General Fund Proposed Resolution

Description: This Assembly,

Committed to providing for a stable, reliable source of funding for the World Assembly and its operations;

Convinced, however, that a program of solicited donations from national and private benefactors would serve the WA's purpose much greater than a coerced taxation scheme;

Disappointed by the previous practice of continually establishing programs and imposing mandates upon member states without stipulating how they will be funded;

Concerned by the possibility of corruption and wasteful spending, and determined to prevent such practices in the establishment of WA funding,

1. Declares that the World Assembly shall be funded by donations from member states; the WA will levy a tax directly upon the nations with recreational drug use of 1%; Nations affirm the right to deny the taxation;
2. Establishes the WA General Fund, which shall be the central source for the funding of WA operations, and the monies from which shall be spent only on maintaining the administration of the WA and missions established by a vote of the World Assembly;
3. Establishes the WA General Accounting Office (GAO), to collect donations and Drug Tax to the General Fund, calculate available and projected funds for each fiscal year, publish an annual budget for the World Assembly, and certify that all appropriations therein are disbursed and utilized in a responsible manner;
4. Provides that national donations to the General Fund shall be assessed annually by the GAO, according to donors' national wealth and ability to give;
5. Further provides that annual surpluses in the WA budget shall be returned to national donors, in equal proportion to the amount of their contribution;
6. Further instructs the GAO to submit to regular audits from outside agencies;
7. Forbids the WA from engaging in deficit spending; and,

Recognizing that donations given to the World Assembly by member nations are likely to originate from public funds,

8. Affirms the right of member nations to maintain full authority over domestic taxation policies, barring those that may include unfair discriminatory practices;
9. Strongly encourages member states to provide for an appropriate degree of public accountability and transparency in decisions made regarding budgets and taxation.
10. A tax of at least 1% shall be implemented but only in Nations that agree to the taxation and have recreational drug use.

All of the numbered clauses legislate within a repeal.

The proposal text in question:
Military Protection Act

Category: International Security
Strength: Strong

Proposed by: Papal Sovereign State

Description: My Fellow Members Of The General Assembly,

I humbly come to you today to address a certain issue that has concerned innocent nations. We must admit that there are superpowers in this world, strong and powerful in both political and in terms of military power. But there are those who do not possses that kind of power. There are nations who are being destroyed by other regions or nations who far superior than they are which is unfair. That is why The [nation]Papal Sovereign State[nation] proposes this Military Protection Act that will ensure the safety of our nations and citizens.

This are the following that I propose:
~Increase Military Budget for the sole purpose of the protection of nations who do not have the capacity to contend with the world.
~Create a tribunal that acts on behalf of Territorial Disputes
~Support the Nations/Regions that needs help by giving them Military Aid.

I believe it's our job to protect this world of ours and war is not the way. It would only bring more destruction. Power after power will rise against each other. I prefer that we settle our differences in a more peaceful and political way. We must bring peace to our world and become united as ONE body helping each other to rise.

Also metagaming on mentioning regions, and bloody bloggy. It's practically only missing "think of the children!" and "kittens for everyone!" from it.

EDIT: Noticed another one.
Protocol to Prevent, Suppress

Category: Human Rights
Strength: Mild

Proposed by: Varvuk

Description: Content of the protocol.

The protocol covers the following:

1. Defining the crime of trafficking in human beings; To be considered trafficking in persons, a situation must meet three conditions: act (i.e., recruitment), means (i.e., through the use of force or deception) and purpose (i.e., for the purpose of forced labour)
"Trafficking in persons" shall mean the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs... The consent of a victim of trafficking in persons to the intended exploitation set forth [above] shall be irrelevant where any of the means set forth [above] have been used.

2. Facilitating the return and acceptance of children who have been victims of cross-border trafficking, with due regard to their safety.

3. Prohibiting the trafficking of children (which is defined as being a person under 18 years of age) for purposes of commercial sexual exploitation of children (CSEC), exploitative labour practices, or the removal of body parts.

4. Suspending parental rights of parents, caregivers, or any other persons who have parental rights in respect of a child should they be found to have trafficked a child.

5. Ensuring that definitions of trafficking reflect the need for special safeguards and care for children, including appropriate legal protection.

6. Ensuring that trafficked persons are not punished for any offences or activities related to their having been trafficked, such as prostitution and immigration violations.

7. Ensuring that victims of trafficking are protected from deportation or return where there are reasonable grounds to suspect that such return would represent a significant security risk to the trafficked person or their family.

8. Considering temporary or permanent residence in countries of transit or destination for trafficking victims in exchange for testimony against alleged traffickers, or on humanitarian and compassionate grounds.

9. Providing for proportional criminal penalties to be applied to persons found guilty of trafficking in aggravating circumstances, including offences involving trafficking in children or offences committed or involving complicity by state officials.

10. Providing for the confiscation of the instruments and proceeds of trafficking and related offences to be used for the benefit of trafficked persons.

The convention and the protocol obligate ratifying states to introduce national trafficking legislation.

Duplication of (at the very least) GAR #23 and GAR #222.

Category: Social Justice | Strength: Mild | Proposed by: Korea2

Description: 795 million people in the world do not have enough food to lead a healthy active life.

I know, it's also a blog, but I'd rather stick to the more defined rules.

Less a blog and more a bumber sticker. Also, the thing about "not enough food" has already been addressed by WA, so that nations are supposed to make sure their citizens don't suffer from an actual famine.

I call for this organisation to further discourage the set up of non-democratic systems, the only possible conclusion for those who won't transition towards Democracy should be the suspension of that state from the WA.

ANOTHER illegal LGBT Act of 2016?
GENERAL ASSEMBLY PROPOSAL
ID: new_inglwood_1479162637

LGBT Act of 2016
A resolution to improve worldwide human and civil rights.

Category: Human Rights
Strength: Strong
Proposed by: New Inglwood

Description: I propose that all nations that are members of the WA are required to accept LGBT Community Rights within their nations, no matter what type of government.

Effective Immediately
Required for ALL nations and nation types

In red are the violations: branding, contradiction, and attempting to force proposals onto all states (the first one I am sure of; the others not so).

Aaaaaand another branding violation (again in red), as well as an attempt to ram this onto all nations, WA or not (also in red):
GENERAL ASSEMBLY PROPOSAL
ID: yes_gawd_1479180707

Global Religious Freedom
A resolution to improve worldwide human and civil rights.

Category: Human Rights
Strength: Strong
Proposed by: Yes Gawd

Description: This is a proposal to create peace throughout religions

This resolution would:

A) Allow people across nations to practice their religion of choice

B)Allow nations to build religious buildings for the religion they choose to practice

C) Allow nations to create anti discriminatory laws for religious freedom.

This would be a global effect.

I thank you
for your consideration.

GENERAL ASSEMBLY PROPOSAL
ID: democratic_socialist_saxony_1479270865
Repeal "WA General Fund"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#17

Proposed by: Democratic Socialist Saxony

Description: WA General Assembly Resolution #17: WA General Fund (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.

Argument: Description: This Assembly,

Committed to providing for a stable, reliable source of funding for the World Assembly and its operations;
Convinced, however, that a program of solicited donations from national and private benefactors would serve the WA's purpose much greater than a coerced taxation scheme;

Disappointed by the previous practice of continually establishing programs and imposing mandates upon member states without stipulating how they will be funded;
Concerned by the possibility of corruption and wasteful spending, and determined to prevent such practices in the establishment of WA funding,

  1. Declares that the World Assembly shall be funded by donations from member states; the WA will levy a tax directly upon the nations with recreational drug use of 1%; Nations affirm the right to deny the taxation;

  2. Establishes the WA General Fund, which shall be the central source for the funding of WA operations, and the monies from which shall be spent only on maintaining the administration of the WA and missions established by a vote of the World Assembly;

  3. Establishes the WA General Accounting Office (GAO), to collect donations and Drug Tax to the General Fund, calculate available and projected funds for each fiscal year, publish an annual budget for the World Assembly, and certify that all appropriations therein are disbursed and utilized in a responsible manner;

  4. Provides that national donations to the General Fund shall be assessed annually by the GAO, according to donors' national wealth and ability to give;

  5. Further provides that annual surpluses in the WA budget shall be returned to national donors, in equal proportion to the amount of their contribution;

  6. Further instructs the GAO to submit to regular audits from outside agencies;

  7. Forbids the WA from engaging in deficit spending; and, Recognizing that donations given to the World Assembly by member nations are likely to originate from public funds,

  8. Affirms the right of member nations to maintain full authority over domestic taxation policies, barring those that may include unfair discriminatory practices;

  9. Strongly encourages member states to provide for an appropriate degree of public accountability and transparency in decisions made regarding budgets and taxation.

  10. A tax of at least 1% shall be implemented but only in Nations that agree to the taxation and have recreational drug use.

Approvals: 16 (Democratic Socialist Saxony, Teutionia, Zach-Way, The Anarchic fascist republic of an isle, Federalnoye agentstvo razvedki, Dys, Robocon, THE SUPERIOR STATE, Osculo, Blisserena, Abdoa, The Federal Union of Novorossiya, Gellahn, Mhanann, Petrokovia, New Australia Republic)

Status: Lacking Support (requires 85 more approvals)

Voting Ends: in 2 days 20 hours

Legislating in a Repeal. Again. It gets stranger: this new proposal lacks the first part of the old one, which, incidentally, was the repeal. :eyebrow:

I didn't see this until posting a thread. There is plagiarism of the first two lines from 17 GA. Also, it is legislating in a repeal. However, I do also believe that posting it directly to the forum is justified, now that a campaign telegram has been sent to delegates.

Submitted about an hour ago. I don't see a "HEREBY" anywhere, this does not look like a Strong strength resolution, this resolution contradicts itself ("up to 15 accounts... one country every two days") and this falls foul of metagaming AND "no changes to game mechanics". There were so many types of infringements that I had to colour-code them (and I've only done so for the obvious ones): Mentions of puppets in red; contradiction in blue; potential opt-out clause in orange; metagaming/game mechanics in green. Holy fuck...
