Unless the 'Remember' clause is meant to be addressing the players -- pointing out that the rights granted wouldn't apply in to them RL as well as to the people of their nations in NS -- which seems a plausible reading to me, in which case obviously 'Meta-gaming'.

The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

The Unborn Protection Act

A resolution to restrict civil freedoms in the interest of moral decency.

Category: Moral Decency

Strength: Mild

Proposed by: Acrelia

The World Assembly,

Regarding the global controversy that is abortion;

Acknowledging the vast difference of opinion on the issue at debate;

Noting the science provided over the years, proving the fetus as its own life and entity;

Respecting the struggles that expectant mothers endure, which lead them to the terrible conclusion that abortion is the only option;

Wishing to introduce a compromise on the extreme issue, so that neither side feels silenced;

Hereby:

Requests that the power to legalize, restrict, or incriminate abortion remains reserved to the individual member-nations, rather than the General Assembly as a whole;

Prohibits the General Assembly and its boards from forcing or imposing the legalization of abortion on any member-nation whose ideals go against the practice;

Incriminates the practice of post-birth abortion, truthfully deemed ‘infanticide’, due to the fact that the baby has been born and is, even by the pro-choice standard, its own life.

Demands that the World Assembly respects, maintains, and upholds the basic human right to life, including those who cannot protest the harm that befalls them.

I’m thinking contradiction

Peacekeeping Missions

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Strong

Proposed by: Tasdena

Add compulsory Peacekeeping missions for all WA Members.

WA military? Just guessin’, y’know, ‘cause there ain’t much here to go on.

Repeal: “Reproductive Freedoms”

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#286

Proposed by: Acrelia

General Assembly Resolution #286 “Reproductive Freedoms” (Category: Civil Rights; Strength: Significant) shall be struck out and rendered null and void.

The World Assembly,

Acknowledging the concern over so-called "reproductive freedom";

Questioning why the right to kill a premature being of our own species is considered a freedom, when so many groups and organizations are capable of receiving legislation that protects other premature animals more than humans;

Noting the several instances over the years in which science has proved the fetus to be its own life and entity;

Further Noting the obvious fact that when one intentionally stops the beating of another's heart, they have killed someone, therefore the intentional stopping of the fetus's heartbeat is murder in every way except legally;

Contradicting the theory that the fetus is a part of the mother just because it is inside her, and therefore has the right to do as she pleases with it.

HEREBY:

Demands that the ideology of every Member Nation be respected, so as not to have infanticide imposed upon nations whose morals are strongly against it;

Requests that the power to legalize, restrict, or incriminate abortion be reserved to the individual Member Nations of this Assembly;

Declares that the potential for life deserves more than to be silenced by the issue of convenience.

Legislating in a repeal.

Cut Organized Crime Down To Size

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Mild

Proposed by: Michaeliland

This Resolution:
1.DEFINES organized crime as criminal activity (usually selling of illegal substances and stealing) that are planned and controlled by powerful groups which range from neighborhood criminal gangs to transnational cartels usually to make a profit.
2. RECOGNIZES organized crime fuses terror in the hearts of many ordinary citizens. Since even if a small part of an organized crime scheme leaks to the government, the scheme is doomed, the scheme will go to any extreme to protect itself including stealing, assaulting, trafficking and even killing any citizen whom they might be suspicious about. Also, schemes of organized crime are responsible for ending many young lives by illegally selling them harmful, illegal substances and causing them to engage in other illegal activities which hand them a criminal record which prevents them from getting a good profession.
3. THEREFORE RECOMMENDS that the World Assembly and all member nations should create a subdivision of its police forces to combat the large terror organized crime schemes create hereinafter known as "The Wing." Also, the WA should create the Organized Crime Reporter's International Refuge Association (OCRICA) to assist WA member nations in implementing clause 10.
4. FURTHER RECOMMENDS that all member nations should encourage their citizens to report any organized crime activity to appropriate authorities no matter how insignificant it is, even a street illegal substance distributor or a gang fight (rumble) because there have been far too many cases when because small organized crime activity was ignored, the participants of the activity eventually expand to become a transnational cartels.
5. FURTHER RECOMMENDS member nations to warn their citizens about the danger organized crime schemes become when they are reported and highly recommend to their citizens that until the scheme has been taken apart, the reporter (the person who reported organized crime activity) should not pass by the area they saw the scheme do its criminal activities. However, this clause is no excuse for trying to implement clause 10, if necessary.
6. FURTHER RECOMMENDS member nations should supply The Wing with enough manpower, money, and technology to be able to respond to reports of organized crime within hours because otherwise, the organized crime scheme might disappear for some time and resume its criminal activities at an unspecified time.
7. FURTHER RECOMMENDS that after significant evidence has been found by The Wing that there was been organized crime activity similar to what the reporter reported and the participants of the part of the organized criminal activity that was reported should be offered the chance to have years deducted from their sentences if give more information about their scheme. The information provided by the participants should be treated the same as the original information that was given by citizens and the process above should be repeated until The Wing reaches the conclusion it has became aware of the entire organized crime scheme.
8. FURTHER STATES that all information gained via the procedure in clause 7 must only be used to strengthen the case against the organized crime scheme. This resolution has no effect on whether all known members of the organized crime scheme deserve a fair trial or not.
9.FURTHER NOTES that if any report about an organized crime scheme's criminal activities or any information gained in clause 7 is only backed by questionable evidence, this resolution highly recommends that the information should be disregarded. However, if that information isn't backed by any evidence, the World Assembly recommends a short (additional) jail sentence be given to the hoaxter who wasted The Wing's time and energy to deter potential hoaxters. If a member nation has abolished prisons, another physical or time-consuming should be issued instead.
10. FURTHER RECOMMENDS that if The Wing thinks that the organized crime group scheme could be really powerful like a transnational, national or regional mafia or cartel the reporter should be given refuge in an area far away from the organized crime scheme's area of control. In case the organized crime scheme's sphere of control is strong throughout entire nations, nations allied with the nation in which the scheme is so strong, the World Assembly highly recommends temporarily take them in for a short period of time.
11. IN CONCLUSION, this resolution will bring more civil rights to ordinary citizens, especially the poorer ones. This resolution will also create more citizens suitable for good professions in so many spheres of industry and government that it is worth cutting organized crime to size for this resolution's objective.

Recommending does nothing. Also this was posted like 8 times, which is definitely spam.

Recommending does plenty enough to be a operative clause. The problem with this proposal is the attempt to set up a world police.

Arguable: It recommends setting up this 'Wing' as a subdivision of existing forces, so as the WA doesn't already have an existing police force this wouldn't actually create one. It is badly worded, though. (The most recently submitted version no longer mentions the WA in that clause, anyway.)

Space Pollution

A resolution to enact uniform standards that protect workers, consumers, and the general public.

Category: Regulation

Area of Effect: Safety

Proposed by: Northern Scandovio

Dear the World Assembly,
Please take into consideration the following,

The intro of the new age may be a surprise to people have certain industries have already been introduced to spacecraft tourism and in this time, this may be a growing problem. Pollution on our planet Earth has already gone bad and now these spacecrafts are polluting the sky. The threat of them hitting something like the space stations in space are high. Something must be done.

What the Nations of the General Assembly must agree to:

1. Going to space for tourism or anything else is under the choice of the government whether they allow it.

2. Each country must agree to not pollute the skies as this may result into it gathering up and maybe even hitting objects in flight in space.

3. If a country were to pollute the sky, it is their responsibility to clean it up.

4. If a rogue vessel without its countries permission is flown and pollutes space, it is up to the country of the person what final punishment is

Thank you and please consider the above from,
Northern Scandovio

Recreational Drug Use Legalization

A resolution to improve worldwide human and civil rights.

Category: Civil Rights

Strength: Significant

Proposed by: Skidoosh

I the Confederacy of Skidoosh, along with the region of The Michael Tonys very significantly feel that Recreational Drug Use should be legal.

I feel it should be legal because Cannabis hasn't been found very harmful as long as it is used for the proper purpose and grown by the proper people. Cannabis is also a great way for the Countries government and its people to make a lot of money by selling it. I feel that it should be legal for anyone over the age of 18. Just like alcohol, it would have stipulations on how much you could have to operate motor vehicles. But it would mainly create more jobs for citizens and would increase the world's civil rights. In order to be a grower of cannabis you would have to be certified. Just like taking a drivers test, you would have to go through 15 hours of classroom time and then take a written test at the local courthouse. All courthouses would be implemented with a new area of expertise called the Drug Use Authorization, or the DUA.

Our region of The Michael Tonys also strongly thinks that it would greatly increase our economic output as a world. We could have a worldwide tax rate of 10% to make even more money and help bring each and every country, as well as the world itself, out of debt. Slowly but surely our world will become more prosperous and economically charged.

• Seconds ago: Bears Armed: Illegal — Proposal Basics (Format: proposals must be written as laws); Branding (use of "I", and mention of specific nation & region: Proposals mist be written from the viewpoint of the WA as a whole); Meta-gaming (mention of 'region' in the game sense); attempted Contradiction of existing GA legislation (one resolution bars the WA from setting specific age thresholds for anything, and one bars the WA from meddling with members' domestic taxation); No Operative Clause ("I feel" doesn't actually DO anything...).

Also a possible violation of GAR#10 if the aim of this "proposal" is full denuclearization. Not that it's really easy to make out what the exact plan of this fella is, but still.

Noting the both positive and negative byproducts of robotic citizenship,

Hereby,
Defines automated citizenship as

Any artificial life-form assuming the rights and responsibilities of a nations citizen

An artificial worker taking on tasks in a nations work-force that would otherwise be provided to human individuals

Any robotic system used to accomplish a task that would normally be performed by a human individual

Allows robotic operations to the extent of

Precision operations, such as that of the production of products that require precision-cutting

Any machine used to accomplish precision or ordinary task so long as it is operated by a human individual.

A machine used for tasks that would otherwise be impossible for human hands to accomplish

Prohibits

Automated computers and/or robotic machines to assume citizenship in any society

Assumed robotic takeover of human jobs

Robotic substitution for (in the scenario of absence of said worker) human operations

Any form of rights or favorable treatment for an automated machine

National News Radio: A large-scale infrastructure project will soon be underway. During this time, for safety reasons, the island will be closed to tourists and foreign news agents. We do expect a minor loss in revenue due to this, but this will be greatly offset by both the long and short-term benefits of the infrastructure project. If your job is negatively impacted by the island closure, please send a letter or verbal message via courier to the Council so that we can add you to the list of beneficiaries of foreign aid.
