The World Assembly:
Recognises: That caviar and the fish they are caught from provide a valuable industry and job sector to many nations.
Acknowledges: That nations and businesses have the right to catch fish for caviar.
Realises: That the amounts of wild fish captured for caviar disrupt the ecosystem and damage the habitat.
Understands: That caviar and their parental fish that are raised in farms provide less harm to the natural ecosystem and therefore businesses should not be hampered from farming their caviar.
Hereby proposes:
That species population for wild caviar stock shall be tallied every five years.
That only fifty percent of females (of the total population) shall be captured every five years to keep the species' population stable.
That businesses and nations shall not consistently capture wild caviar stock-fish to use in farms.
That illegal caviar fishing shall be punished to protect the ecosystem and natural levels of fish.

Not entirely sure if "hereby proposes" followed by a couple sentences counts as an active clause or not.
OOC: If they're talking about protecting marine life, then it is already covered by GAR #409. Also, I'm not sure whether the author as named by the proposal-er really let him use his/her name in the proposal, or whether the proposal-er even requested the author to do so.
