General Assembly Proposal
ID: new_haudenosaunee_confederacy_1515824073

Repeal: “Ban On Ritual Sacrifice”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#416

Proposed by: New Haudenosaunee Confederacy

General Assembly Resolution #416 “Ban on Ritual Sacrifice” (Category: Human Rights; Strength: Mild) shall be struck out and rendered null and void.

Understanding that ritual sacrifice isn't denial of the basic human right to live if one chooses certain beliefs,
Noting that ritual sacrifice is an important part of some cultural beliefs,
Clarifying that ritual sacrifice may be a major element that could be missing in some cultures,
Understanding that ritual sacrifice may sometimes include suicide,
Hereby repeals "Ban On Ritual Sacrifice".

Twenty-one! Blackjack! Honest mistake this one, as the definition of ritual sacrifice excludes suicide.

Repeal: “Ozone Layer Protection”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#421

Proposed by: DPREK

General Assembly Resolution #421 “Ozone Layer Protection” (Category: Environmental; Industry Affected: Manufacturing) shall be struck out and rendered null and void.

We use green energy already so there is no real need to imply this to countries using solar/green power.

Branding, T-Shirt slogan, virtue signalling.

Repeal: “Ozone Layer Protection”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#421

Proposed by: Rizorien

General Assembly Resolution #421 “Ozone Layer Protection” (Category: Environmental; Industry Affected: Manufacturing) shall be struck out and rendered null and void.

Esteemed WA Delegates,

It has come to everyone's notice that "Ozone Layer Protection" has been passed recently. Considering the environmental benefits it would have for our world, it is a noble proposal. However, the consequences of this decision are great. Due to the prohibition of certain chemicals "... that are known to have serious Ozone-depleting properties...", industrialized Nations that rely on these chemicals to make themselves prosperous will suffer. Please consider Repealing this Law. Surely, with much creativity, the nations can work together to find another solution to this problem. There is no guarantee that, " safer alternatives exist for any industrial chemicals that do have Ozone-depleting properties".
Perhaps steps can be taken to strengthen the Ozone Layer. Whatever the cost of another solution, it would surely be less than if everyone's Economies and GDP suffered from this action. Please take action to support our industries.

Also branding. Possibly legislating in a repeal, depending on how that last bit is taken.

Starting to think maybe there ought to be a message on the proposal submission page detailing what a proposal is, given the number of people who treat it like a suggestion box instead of a bill submission form.

International Legalization Of The Usage Of Marijuana
A resolution to ban, legalize, or encourage recreational drugs.

Category: Recreational Drug Use

Decision: Legalize

Proposed by: Pamau

It is time for the countries of the world to acknowledge that the war on drugs has failed and therefore it is the purpose of this resolution for ALL WA member to legalize the recreational usage of marijuana in their countries even if it was illegal there ever since.

Let us all put an end to the criminalization of ordinary citizens and give them the right of self determination!

Does nothing but sloganeering

The Legislation To Allow Human Experiments
A resolution to modify universal standards of healthcare.

Category: Health

Area of Effect: Research

Proposed by: Libkula

Our medical research won't move forward unless we are allowed to freely experiment on willing people.
The experiments need to be humane, so no chopping limbs off for science etc. but rather experiments with cloning, gene therapy and medicinal experiments without having to ask the government to be allowed to do so.
Imagine the results we can see if we start experimenting on people. we can cure diseases that we currently have no cure for, we can create clones, super soldiers or firefighters that can lift extreme weights and save people. We could extend the lifespan, and heal injuries too big for our healthcare today.

I truly believe that human experiments is the future.

Ban On Child Labor
A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Mild

Proposed by: Kramer Kingdom

Understanding that child labor is a huge valuation of human rights and creates a cycle of poverty. Children are forced to work for low wages and little health benefits.

New laws enforce that children 14 and under can only work as
1. Actors
2. Babysitters
3. Dog-walkers

Children 16 and older can only work as
1. The aforementioned jobs
2. Retail jobs
3. Restaurant jobs

Children 18 and older can work in whatever field they choose.

These laws will allow children to gain valuable work experience without low wages and risks to their health

Really bad duplication

Also, because it tries to set one-size-fits-all age limits, contradiction of GAR #299.

For Equal Rights

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Significant

Proposed by: East Terraria

This World Assembly,

Intrigued by the different civil rights policies of WA Nations and how they affect their nations.

But disgusted by WA Nations that choose willingly to embody policies forbidding many from the rights that the privileged hold so dear to their hearts and, in these nations, to themselves.

Proposing a change in WA legislation that will allow all people to carry what should be considered basic human rights in all nations.

Wanting to affect the way that people in all nations live their lives and improve each and every one for the better.

Remembering that all people are just people, despite orientation, religion, race, ethnicity, etc.

Hereby declares,

a. All WA Nations shall give all citizens the basic rights listed below

1. Every citizen is entitled to recognition as a full citizen, without a challenge from any malice government agencies that would
attempt to restrict the rights of normal people.
2. Every citizen will have the right to minimum government care in healthcare, welfare, and other programs already funded by
the government before said legislation.

b. No existing programs will need to be changed to accommodate to this new legislation with the exception of acceptance for all registered recipients of said care who are already enrolled or enrolling in the program.

c. Nations who violate theses standards are breaking international law.

Finally, this World Assembly, with the passing of this legislation, is entering a new progressive era in which all people are treated as equals.

National News Radio: A large-scale infrastructure project will soon be underway. During this time, for safety reasons, the island will be closed to tourists and foreign news agents. We do expect a minor loss in revenue due to this, but this will be greatly offset by both the long and short-term benefits of the infrastructure project. If your job is negatively impacted by the island closure, please send a letter or verbal message via courier to the Council so that we can add you to the list of beneficiaries of foreign aid.

Also...

Notwithstanding these lovely jewels:
1. What is homelessness exactly?
2. "vi. Any persons can get a WA exemption permit if religion calls for it." - what?
3. "Demanding mentally, disabled or psychiatric disturbed homeless be put in a treatment center" - what?

Cloning of citizens
A resolution to modify universal standards of healthcare.

Category: Health

Area of Effect: Bioethics

Proposed by: Ferntland

My proposal for the General Assembly is that we should clone our citizens. Right now Ferntland is currently allowing cloning in our nation and would require others to do so. This would give a significant amount of citizens in each nations and also break science laws and able to create new life from this via changing the genetics or evwn use this as a means of comfort for families who have lost a loved one and want a reminder of them by creating an exact copy of that specific person who died so they can still be part of the family maybe even make them immortal.

Branding, blogposal, basic English, no operative clause ('should ' is a recommendation, *not* an imperative), possible category violation.

EDIT: Seems it's been withdrawn...

Weapon control

A resolution to tighten or relax gun control laws.

Category: Gun Control

Decision: Tighten

Proposed by: Mathias nation

we need to tighten gun laws. every day around the world hundreds of people die from weapon related causes. There are few constitutional rights as often quoted as the second amendment: the right to bear arms. Few people who quote it recognize the difference between their world and that of the people who wrote it. At one point in time, many Americans were involved in agriculture and had large tracts of land that they needed to protect. On the other hand, the guns they had available were definitely not automatic or capable of harming many people with a single pulling of the trigger. This essay looks at some of the most robust reasons for a new system of gun control.

Many people have been harmed by legal firearms. The majority of school based attacks have involved young people taking up guns owned by their parents and going on a rampage through schools and other vulnerable places. Had greater restrictions been placed on people before allowing them to make their purchases, the guns might not have so easily been appropriated by children. Similarly, the ease of gun acquisition has allowed paranoid home owners to vent their frustration on ethnic minorities by murdering children. A psychological evaluation might have prevented that.

While guns can be acquired with relative ease, many less dangerous substances are heavily regulated or illegal. Many drugs are only accessible with a prescription because they have side effects that are less permanent than death. Studies have shown that marijuana has not killed anyone nor will it start yet this plant and its derivatives were illegal worldwide up until recently. Even now many people would readily demonize marijuana for its THC but will not admit that guns should not be as easy to access as they are at present.

Despite the issues with gun control in the United States, other countries have successfully managed regulation of the industry. Australia has very much in common with America in terms of population size, distribution and wealth. After its own incidences of gun based violence, legislature was quickly drafted to ensure that guns stay out of the hands of people who should not have access to them. Statistical evidence has shown how effective this method turned out.

While it is difficult to give up what feels like an important right to many people, it is important to remember why this is so important to begin with. Lives have been lost and many more will be lost until we as a nation can learn to control our gun culture.

WE NEED TO TIGHTEN GUN LAWS.
how can we do this?
simple if you want to own a pistol such as a: M1911, glock 19 you need to go through background checks, then you need to go through 1 month of gun safety classes.
if you want to own a rifle such as: M1 Grand, AR15 you need to go through background checks, then you need to go through 1 month of gun safety classes.

Blogposal, multiple RL-references, possible contradiction of Resolution 399, Section 5.

Side note, the grammar and mechanics could do with some tidying up.

Taxation Relief

A resolution to modify universal standards of healthcare.

Category: Health

Area of Effect: Research

Proposed by: Cleetusville

The Patient Protection and Affordable Care Act, often shortened to the Affordable Care Act (ACA) or nicknamed Obamacare, is a United States federal statute enacted by the 111th United States Congress and signed into law by President Barack Obama on March 23, 2010. The term "Obamacare" was first used by opponents, then reappropriated by supporters, and eventually used by President Obama himself.[1] Together with the Health Care and Education Reconciliation Act of 2010 amendment, it represents the U.S. healthcare system's most significant regulatory overhaul and expansion of coverage since the passage of Medicare and Medicaid in 1965.[2][3][4][5]

The ACA's major provisions came into force in 2014. By 2016, the uninsured share of the population had roughly halved, with estimates ranging from 20–24 million additional people covered during 2016.[6][7] The increased coverage was due, roughly equally, to an expansion of Medicaid eligibility and to major changes to individual insurance markets. Both involved new spending, funded through a combination of new taxes and cuts to Medicare provider rates and Medicare Advantage. Several Congressional Budget Office reports said that overall these provisions reduced the budget deficit, and that repealing the ACA would increase the deficit.[8][9] The law also enacted a host of delivery system reforms intended to constrain healthcare costs and improve quality. After the law went into effect, increases in overall healthcare spending slowed, including premiums for employer-based insurance plans.[10]

The act largely retains the existing structure of Medicare, Medicaid, and the employer market, but individual markets were radically overhauled around a three-legged scheme.[2][11] Insurers in these markets are made to accept all applicants and charge the same rates regardless of pre-existing conditions or sex. To combat resultant adverse selection, the act mandates that individuals buy insurance and insurers cover a list of "essential health benefits". However, a repeal of the tax mandate, passed as part of the Tax Cuts and Jobs Act of 2017, will be become effective in 2019. To help households between 100–400% of the Federal Poverty Line afford these compulsory policies, the law provides insurance premium subsidies. Other individual market changes include health marketplaces and risk adjustment programs.

The act has also faced challenges and opposition. In 2009, Senator Ted Kennedy died, and the resultant special election cost the Democrats their 60-seat filibuster-proof Senate majority before the ACA had been fully passed by Congress. The Supreme Court ruled 5 to 4 in 2012 that states could choose not to participate in the ACA's Medicaid expansion, although it upheld the law as a whole.[12] The federal health exchange, HealthCare.gov, initially faced major technical problems during its rollout in 2013. In 2017, a unified Republican government failed to pass several different partial repeals of the ACA. The law spent several years opposed by a slim plurality of Americans polled, although its provisions were generally more popular than the law as a whole,[13] and the law gained majority support by 2017.[14]

RL references, no operative clause, (presumably) attempts to affect non-WA nations.

All eclipsed by the blatantly obvious fact that this was just copypasta'd from Wikipedia wholesale.

Don't spoiler the proposals you're quoting (put them in box code or something instead), and don't post plagiarism ones here, they're OSRS violations and should be reported via GHR.

Indeed, but no need in this case, as it has already been dealt with.

Ah. My mistake. I figured it'd be better for tidiness, especially with the longer ones. I'll try to remember going forward.

GHR? That form thing, right? Sorry, still learning my way around where to post what in the forums.

Act To Protect Endangered Elephants

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: Agriculture

Proposed by: Northern Poland

We should protect the Elephants being exterminated here is my solution.
Article One: any Hunters caught by Police will be fined. The amount will be determined by the nation.
Article Two: Ivory trade will be made illegal on the trade market.
Article Three: all Elephants will be put on the list of forbidden Hunting animals
Article Four: All ivory will be confiscated by authorities
That is my proposal

Branding

Old Person Rights And Relocation Initiative

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Strong

Proposed by: Androndia

Hello my fellow WA members, today I propose to you the law/policy of which old people (The bad kind) over 90 years of age should be relocated to a space station orbiting around Mars, and here's why. There simply is no more room on the planet for handicapped and disabled old people. I know I know, it's sounds pretty bad but trust me this is for the benefit of the people. Old people who cannot contribute anything should be relocated and that is why, of course there are more reasons but this is just the proposal.

Branding, blog, and, quite frankly, grossly offensive.

Also no operative clauses either. And probably RL references? (I'm pretty sure, if there's plenty of room for new NS nations, there's plenty of room for more people).

Also, it's a category and strength. It says, basically 'deport all nonagenarians and older to mars', which sounds funny, but the category is 'IMPROVE HUMAN AND WORLD CIVIL RIGHTS!', this is doing the opposite. If this was 'sweeping', because it's forcibly deporting every old person, then that'd be right.

Also looks like both contradiction and duplication of Sensible Limits on Hunting, as well as AoE failure, even though the image of elephants eating an African farmer's crops during a bad drought did come to mind...

Oh and the "any hunters caught by police will be fined" sounds like contradiction of a few other resolutions I don't remember by name (is "no penalty without law" actually a resolution name, I cba go check...) as it doesn't exclude hunters who are after animals that are legal to hunt.

Repeal: “Ozone Layer Protection”
A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#421

Proposed by: Buddha and Christ

General Assembly Resolution #421 “Ozone Layer Protection” (Category: Environmental; Industry Affected: Manufacturing) shall be struck out and rendered null and void.

If you're going to do this then you can't complain about the economy.

What is it with these people and the economy? Never mind that we did the same thing in real life.

Blog, branding, no operative clause, yadda yadda yadda

Also, contradicts the two existing resolutions that deal with sensible limits on hunting (and trade in the products thereof) and trade of endangered species...
