Section I: Anti-Terrorism

b. Terrorist acts shall be defined as follows:
1a. Organized political-based violence by a non-sovereign group against a sovereign state or non-combatant group.

1. Intentional killing of non-combatants
2. False surrender

The International Counter-Terrorism Enforcement Committee shall be established to allow for Liaison Commanders to represent their Region on Counter-Terrorism Efforts and shall coordinate where the Task Force shall be deployed in times of need.
The World Counter-Terrorism Task Force shall serve at the discretionary approval of the WA Member Nations and will be terminated in the event of a Repeal of this Resolution.
