Section I: Anti-Terrorism
a. In the event of a large-scale terrorist cell arising, the WA shall dispatch a designated Peacekeeper force. All WA members must contribute one or more of the following: fiances, supplies, infantry, or armored vehicles.
b. Terrorist acts shall be defined as follows:
1a. Organized political-based violence by a non-sovereign group against a sovereign state or non-combatant group.
1b. Authorization of the committing of war crimes.
Section II: War Crimes
a. In the event of a nation repeatedly committing war crimes, the security council is bound to intervene.
b. The following acts are war crimes:
1. Intentional killing of non-combatants
2. False surrender
3. Excessive or extreme torture, such as waterboarding or torturing a prisoner repeatedly over a significant period of time
4. Enslavement of POW's or non-combatants
5. Invasion of a sovereign nation not authorized by the Security Council

The International Counter-Terrorism Enforcement Committee shall be established to allow for Liaison Commanders to represent their Region on Counter-Terrorism Efforts and shall coordinate where the Task Force shall be deployed in times of need.
The World Counter-Terrorism Task Force shall serve at the discretionary approval of the WA Member Nations and will be terminated in the event of a Repeal of this Resolution.
