Authority Protection Pact

A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability

Strength: Mild

Proposed by: The Emerald Union

Description: Description:

The World Assembly,

Believing that non peaceful protesting could plausibly lead to Nation's societies and or governments to collapse.

Realizing that violent protesting could lead to citizens lack of respect for law enforcement.

Acknowledging that not all protests are violent and that peaceful protest is not at stake with this proposal.

Realizing that police put their own safety on the line to protect citizens.

Appalled at citizens who are quick to judge the actions of officers in hostile situations.

The Emerald Union Proposes:

I. Members of protests that cause a protest to become violent or invade private property be arrested and charged in the Court of law.

II. Nations develop programs to help Police Officers interact with the community.

III. Nations develop "Pro Police" campaigns to help encourage good relationships between communities and Police (Example would be how police put their lives on the line for the citizens daily).

IV. Police Officers have special required training for their personal safety in hostile situations.

V. Nations put more funding into Law Enforcement Programs and Protest Control security Programs. (To help ensure protests do not become violent)

VI. Ensure police are aware that the safety of the public must be perceived to be more valuable than their own in hostile situations.

This proposal will help strengthen Domestic and international security and Social Awareness.

"The Emerald Union Proposes" is branding.

That one is a pity because The Emerald Union did ask for help in drafting - you can still find the thread on the board - and NO where in the proposed draft did their nation's name appear. If it had, you can bet someone would have jumped on it.

As an aside, the repeals clause argument for repeals makes my skin crawl. A typical resolution has a "Description" section. A typical repeal has an automatically generated "Description" section and an "Argument" section. Every repeal has by definition a repeal clause in its description because the description is auto generated and consists only of the repeal clause. Now if you really want to nit pick, this needs to be inverted. No "argument" should ever have a "hereby" clause since an argument doesn't actually do anything, only the description is supposed to do something and that is auto generated.

It's just so much easier to say it is branding. Proposals need to be written in the form of actual resolutions and resolutions are not the sole property of the author but of the body as a whole. You might be able to weasel an argument for the first person plural, but it just sounds snobby in resolution. You are not the Queen. Moreover it's borderline if "We" are the delegates or the nations the delegates represent and since no resolution is unanimous, what's this "we" anyway?

So they slap a "branding" on it and call it macaroni.

One sided resolutions

A resolution to increase democratic freedoms.

Category: Furtherment of Democracy

Strength: Strong

Proposed by: Falvaketan

Description: Every time a resolution is presented its one sided, only the person who submitted the resolution has a say in the matter. The accused nation/nations have no say to defend themselves. The nation of Falvaketan is requesting that the defending nation/nations have a say or counter argument for resolutions targeted at them. It is a basic democratic right to have freedom of speech and a fair voting system for the populace. In this case that means the targeted should get a way to defend themselves so that the other nations of the World Assembly don't vote only based off of a one sided argument.

GENERAL ASSEMBLY PROPOSAL
ID: die_wunderwaffenprogramm_1476636170
Securing International Trade

A resolution to reduce barriers to free trade and commerce.

Category: Free Trade

Strength: Significant

Proposed by: Die Wunderwaffenprogramm

Description: INTRODUCTION:
International Trade is an important factor to all nations' economies. Most regions rely on International Trade for unique finished products and rare raw materials. Additionally, trade between regions usually results in cultural diffusion, which can introduce different cultures to things such as scientific ideas.
-------

Identifying trade as being an important aspect in nations' economies and cultures, I propose that nations within the world assembly form a coalition to secure trade routes and improve the conditions merchants and artisans have to deal with in order to increase trade between nations.

PROPOSITION:
1. Nations cooperate to secure and map trade routes which provide the safest and fastest way to different trading centers
2. Assemble an official military police force and government inspectors which promote fair and safe trade
3. Rebuild or construct roads on trade routes
4. Build rest houses for traders traveling internationally

INTENDED EFFECTS OF THIS PROPOSITION:

By rebuilding roads and mapping the most convenient routes, traders will manage to travel faster

Providing an official police force devoted to protecting merchants, we ensure that traders will be safer so that they will be more confident to trade without the fear of being harassed or have their property stolen

Rest houses will provide travelers with a place to stay overnight so that they will stay in trading centers for longer periods of time

More cultural diffusion will take place and ideas such as new technologies and scientific discoveries will spread, revolutionizing societies

Approvals: 1 (Amalgia)

Status: Lacking Support (requires 93 more approvals)

Voting Ends: in 3 days 10 hours

Branding, looks like a strength fail, possible optionality ("nations within the world assembly form a coalition"), possible contradiction of GAR #68 (appears to force nations to participate in international trade).

Approvals: 0

Status: Lacking Support (requires 94 more approvals)

Voting Ends: in 3 days 11 hours

On top of duplicating and/or contradicting half the resolutions on the books, this list seems awfully familiar...

Gun Bill Amentments 2016

A resolution to tighten or relax gun control laws.

Category: Gun Control

Decision: Tighten

Proposed by: Pakistaaan

Description: To control gun crime, Pakistaaan proposes the following amendments to the current Gun Bills Act by its MPs:

► An amendment by Gen.Musharrraf, D-Calif., would allow the attorney general to deny a gun sale to anyone if she has a "reasonable belief" — a lesser standard than "probable cause" — that the buyer was likely to engage in terrorism. The proposal is popularly known as the "no-fly, no-buy" amendment, but wouldn't just apply to people on the "no fly" terrorist watch list.
► An addition by Sen. Kenny, Islambadi, which would require that law enforcement be alerted when anyone on the terror watch list attempts to buy a weapon from a licensed dealer. If the buyer has been investigated for terrorism within the past five years, the attorney general could block a sale for up to three days while a court reviews the sale.
► An amendment by Sen. Kiyani, R-Iowa, would make it more difficult to add mentally ill people to the background check database, giving people suspected of serious mental illness a process to challenge that determination.
► An amendment by Sen. Murphy, D-Conn., that would close the "gun show loophole" by requiring every gun purchaser to undergo a background check, and to expand the background check database.

Approvals: 2 (Eythonia, Cortuanto)

Status: Lacking Support (requires 91 more approvals)

Voting Ends: in 3 days 7 hours

Definitely branding. As for "amendment", it does look like it's amending a resolution, but since there is no resolution sharing the name listed, it would seem this was meant to be a dispatch or factbook. It does vaguely seem to have real world references.

Criminal Justice Act

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Significant

Proposed by: Cortuanto

Description: In order to ensure equal justice for all accused, we theThe United States of Cortuanto hereby petition the World Assembly to extend the same basic rights to anybody accused.

Article One

The Accused has full rights to any materials that are related to his/her defense as long as the material is not classified. Governments may not retroactively classify documents to avoid the accused from viewing them. If a government is to classify documents in this way, they shall face stringent penalties as shown in Appendix A. As a way to prevent governments from being non-transparent, the government must respond to all public records requests within 16 days of a request. If this does not happen, and a subpoena is issued to retrieve records, the government must respond accordingly.

Article 2

The accused has the right to a fair, speedy, public, and impartial trial. If any of those conditions are not met, see Appendix A for punishment.
A speedy trial means that the accused shall not be held for longer than 14 days, assuming bond/bail has not been set. If the bail has been set, and the accused is not able to pay, the accused may petition to be released on their recognizance. If the case is for murder, the accused must stay in jail until their trial date arrives.
Subsection 1
The accused has the right to a lawyer. If the accused cannot afford a lawyer, one must be provided for them. If the state cannot provide a competent lawyer, the accused has the right to monetary assistance to hire a private lawyer. This right extends to all accused.

Article Three

Article Four
Nor cruel or unusual punishment , or torture of any form is acceptable or legal. Cruel and unusual includes the death penalty in any form. Nor is evidence discovered through torture or forced confession legal for admission in any way, shape or form in a court of law.
The state, if the accused is freed, may not for any reason, bring the charges against the accused again for the same crime.
This limitation protects the accused from double jeopardy.

For the intentional withholding of documents pertaining to a records request, a fine of 500 monetary units of the nation must be paid to the requester, and the documents must be revealed. The fine is per document, not for each request.

For unintentional violation of this policy, a 250 monetary unit fine shall be imposed in total.

For Violation of Bail/Bond a 1000 monetary unit fine shall be imposed for each day imprisoned beyond the original 14 days. If the accused shall be convicted, 1 month shall be removed from their sentence for each day past the bail set. This goes to the minimum sentence total for the crime accused.

For Violation of the Right to Counsel, the state shall have to dismiss the case.

Repeal "Nuclear Arms Possession Act"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#10

Proposed by: Cesenia

Description: WA General Assembly Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.

Argument:

The World Assembly,

[c]Calls upon[/b] WA member states to repeal the Nuclear Arms Possession Act

Acknowledging that Nuclear war and Nuclear weaponry has devastating long term repercussions on all nations.

Acknowledging that many WA states are not well equipped to deal with nuclear fallout.

Realizing that international nuclear disarmament should be a top priority for the WA.

Condemning the actions taken by WA nations, under this act, to heavily arm themselves with nuclear weaponry

Noticing the increase of Nuclear weaponry in WA states has correlated with, and perhaps caused, an increase of Nuclear weaponry in non-WA states.

The Nuclear Arms Possession Act undermines the efforts of Nuclear disarmament in the global community, and threatens peace and security of the citizens of every nation. This act has failed to prevent conflict, in some cases resulted in more violent dissensions, and significantly increased the death of innocent civilians by collateral damage. The act must be repealed to make way for Nuclear disarmament resolutions.

Approvals: 6 (Cesenia, Slartnus, Gaddian, Aisciai, Willsylvania, Bernie Nation)

Status: Lacking Support (requires 87 more approvals)

Voting Ends: in 2 days 13 hours

No repeals clause.

Endangered Animal Act

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Industry Affected: Agriculture

Proposed by: The Cheeki Breeki Anarchists

Description: Appalled by the acts of many non-eco-friendly nations,
Shocked by the crimes against nature,
We must enact a policy for the protection of endangered animals.

Description:
All nations with a national animal that, in the description, is close to extinction shall not be allowed to make their national animal a consumer product. Be it pets, food, or otherwise. Nations with said national animal statuse shall be required to choose the most eco-friendly option, be it a slight change in their economy, or extreme knock back on their economy.

Knowing that many nations will disagree with such "radicalistic" idealism, this proposal shall only be enacted on present AND future nations that have their national animal near extinction.

Knowing that many nations, as described above, will have a serious knock back on their economy, this proposal will become inactive to a nation once their national animal has been restored to above extiction.

Conculsion:
It is with great hope that this proposal is understood by the residences of the World Assembly and beyond. Not only to make the world a better place, but to make it even more beautiful than it already is.

Thank you.

International Protection Pact

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: The United Conservative State of America

Description: Description: I, in regards to this initiative, would like stress the importance of improving the world's security by imposing a budget to boost each nation's military and law enforcements in order to protect these nations from danger, including terrorist attacks, homegrown violence, etc.

Understanding that danger lurks in every corner, and that danger can occur at any given time.

Realizing that the number of terrorist attacks, and the number of terrorist organizations have drastically increased over a short period of time.

Understanding that these groups and their radicalized followers could do serious harm to any given nation throughout the world if we don't do something to stop them.

Understanding that if we provide the support, and the funding, to military and law enforcements throughout the world, the number of radicalized groups would decrease and nations could end up much safer.

What this bill would impose, if passed:
1) An increase in a nation(s) budget towards its military and police forces.
2) With the proper funding, an implementation of an improved training process for both the military and police force members in preparation for attacks, violence, etc.
3) With the proper funding, an implementation of better equipment for these forces in preparation of attacks, violence, etc.

With this proposal in place, the world could be much safer from harms way. This initiative will not only increase military and police force spending, but it will decrease the number of threatening groups that harm our world today.

Education for the Poor

A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity

Area of Effect: Educational

Proposed by: Parnello

Description: Everyone say that everyone has the right to have education. Well now, it is just a advantage to wealthy and thoes people who can afford to buy it. What about the poor people. All of the negative effects such as illegal drugs, prostitutions, illegal casinos, murder, robbery and all criminal activities could be start by these poor citizens due to the lack of money to educate them and the lack of money so they have to resort to these criminal activities to get money. What can we do to these poor citizens? We make a school for them and I suggest that we...

1. Make a government approved school that has a small enrollment payment that the poor people can afford.

2. School curriculums should have anti-drug lessons, good moral values, love for ones self, never resort to criminality, how to be a successful man, how to raise a child, prepare for college and also a short history of it's country.

3. Teachers of these schools could be volunteers from other schools or countries. They should be good at teaching, they know how to discipline a class and they should have a good attitude.

4. Schools should be designed not too expensive nor not too poor made. It should be a school that is equal.

5. Rich citizens are not allowed at the school to avoid any kinds of racism in the school grounds,

6. Classes should be divided by the students intellegence so that the lessons will be adapted for their own intellegence.

7. Schools should have a high number of guards to prevent murder and other crimnal activities also to make the students feel that they are safe.

8. Make a lot of parking lots to avoind traffic flows in the school for a safe and a smooth flowing ride.

We could do this eight suggests for the poor. Think about them. They have been out of hope for so long. They too can help shape our countries future. They have also labored for our daily products such as rice and others. They have provided us food, shoes and etc... Now, what will you do to help them?

Approvals: 6 (United England N Wales, Kitzerland, Eythonia, United Immotia, Dobbs, Ancient Free and Accepted Masons)

Status: Lacking Support (requires 88 more approvals)

Voting Ends: in 3 days 1 hour

Branding, half the provisions are a category fail (legislating on the size of parking lots? Seriously?), a literal THINK OF THE CHILDREN!, and it wouldn't be an education proposal without typos now, would it?

The fact the last one might not be valid is kind of annoying, because I would REALLY have liked the chance to debate some of the clauses in the forum :)

You should lament that they didn't post to the forum first. If they had, the issue of legality is null when its posted to the forum and not the queue.

Creating Refugee Safety Routes
A resolution to improve worldwide human and civil rights.

Category: Human Rights
Strength: Mild
Proposed by: NeuPreussia

Description: War is becoming increasingly common and hundreds of thousands are fleeing their home countrys' in order to escape the brunt of war, and recently, smugglers are prominsing vulnerable migrants and refugees, ways to get to safe countries, while charging ludicrous amounts and treating them in such horrible conditions, that some of them even die in those conditions

Hence this Proposal recommends the creation of safe and protected routes for asylum seekers and refugees, free of charge and ensures the protection of these people

1. The routes are to be protected from aggresion by International Peacekeepers and the Peacekeepers also clears the route from smugglers, who may try to exploit these vulnerable refugee

2.These routes are to be considered as Humanitarian aid routes, and no combatant is allowed to attack them, or otherwise it will be considered an act of agression

3. These routes must lead refugees away from warzones and take them to the safe haven of another country and MUST NOT LEAD TO ANOTHER ZONE OF CRISIS

4. The routes should lead to camps, where refugees may apply for their asylum and also apply for a red cross refugee passport

5. The Route should occasionaly be patrolled by Peacekeepers in jeeps so that long swathes of land are monitored

6. These route entrances must be close (but in relative safety) to warzone to allow ease of access, The combatants in the warzone must agree not to assault the leading routes

7. Medical aid should be allowed to treat any injured civillians and peacekeepers. Medical jeeps should patrol the routes to provide ready treatment

8. The airspace surrounding these routes must be cordoned off from any nation and should not be violated. Should it be violated, the WA must consider it to be an act of aggresion and may have to resort to lethal force and intervention, should it be severe enough

WA members may contribute by donating money to construct the routes or they can send volunteers to aid the rescue effort. Furthermore, Members may also be expected to cover the basic needs of the volunteers. Members may donate a portion of their millitary to build and maintain the Peacekeepers, who should be expected to have experience in rescue effort and to know basic medical expertise

Approvals: 12 (Notota, Senosit, Gillespie-Stantwick, Chesion Isle, Altiros, Dobbs, Aisciai, Januostium, Oldenfranck, Kingsley Bedford, ScotlandSerenity, Distrituno)
Status: Lacking Support (requires 81 more approvals)
Voting Ends: in 2 days 16 hours

Illegal for contradiction of the 'No WA Army/Police' rule, and for a RL reference ("red cross refugee passport').
Fairly well written, though...
I'll send the author a TG suggesting that they ask to have it pulled from the list.
A diplomatic mission from Bears Armed, formerly stationed at the W.A. . Population = either thirty-two or sixty-four staff, maybe plus some dependents.

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#386

Proposed by: Murd scane

Description: WA General Assembly Resolution #386: Reducing Statelessness (Category: Human Rights; Strength: Mild) shall be struck out and rendered null and void.

Argument: I agree with this resolution
Prohibits nations from depriving a national of their nationality should such an action leave that national stateless; mandates that no national will be deprived of their nationality without the due process of law;

Expands the remit of the Global Emigration, Security, Travel And Passport Organisation, hereafter referred as the Passport Organisation, to include the issuance of World Assembly identification documents and passports to the former nationals of member states who have been deprived of their nationality by their government;

Determines that nations are to recognise passports verifiably and legitimately issued by both other member nations and by constituted World Assembly agencies as valid passports; reminds member nations that no mandates are here imposed on the nature of their border controls; and

Requires that these passports follow the Passport Organisation's international norms on the standards for security and identification in all internationally recognised passports.

Extraterrestrial Police

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: MoMoScoots

Description: NOTING The previous movements to create extraterrestrial organizations

SUGGESTING That smugglers, criminals and the like might Take Advantage of interstellar travel

QUESTIONING Whether Outer Space is Safe for Good World Citizens

PROPOSING That a police force be created to Regulate happenings not on this Planet.

The creation of an interstellar police force, or IPF, would tax the resources of the World Assembly. Because of this I offer the Financial Support of the United Nations of ScootsMoMo.

The IPF would be authorized to do the following:

1. Search starships for illegal materials or weapons of mass destruction
2. Search ships for criminals wanted for violent crimes
3. Create small interplanetary forces to act as border guards for individual planets.

The IPF would NOT be authorized to:
1. Create an armed force for the invasion of a planet
2. Use excessive force in suppressing criminal organizations
3. Use weapons of mass destruction for any purpose.

Branding, Contradicts GA#2. (creates a WA police force)

GENERAL ASSEMBLY PROPOSAL
ID: the_united_conservative_state_of_america_1477376662
Industry Advancement Act

A resolution to develop industry around the world.

Category: Advancement of Industry

Area of Effect: Labor Deregulation

Proposed by: The United Conservative State of America

Description: PREFACE:
The UCSA (A.k.a "The United Conservative State of America") with full implementation of the Industry Advancement Act (IAA), strongly urge the General Assembly to take full measures in helping to develop industry throughout the world to ultimately help nations (1) grow their individual economies, (2) ensure job growth within those nations and (3) help to increase in their citizens' average income intake.

With the passage of this bill, the General Assembly assures that:
A) Families can attain a better everyday life
B) Citizens throughout the world can be assured to have more opportunities to find, and keep, a job that pays well and provides workers necessary benefits (when necessary).
C) Average incomes, per person, will increase.
D) Unemployment, in each country, will decrease.
E) With the proper funding (a tiny increase in taxes), this bill will provide these workers with their benefits (when necessary)
F) That regulations on industry are decreased to provide more flexibility within the economy.

CONCLUSION:
With the passage of this bill, we can ensure that jobs throughout the global community will be created, that families will continue to grow happily, and that life will be much easier for every citizen as jobs will become more available. Economies will also start to see a much needed growth, and countries will end up much happier than before. I, the UCSA, ask the General Assembly to think of all the positive that could come out of this IAA bill and what we could do for the countries whose economies are struggling. Industry is key to creating a successful economy!
