Proposal Basics:
This proposal was put in place to place 13 specific nations in power of Global Decisions. These 12 nations would be chosen through an election. These nations also have power over regional decisions. When a proposal is made, it would have to raise the current 6% of regional delegates approval, or 4(1/3) of The Councils members vote.

A proposal approved by the council may be veto'd by the unanimous consent of 75 votes from W.A. members per Council member Approval. A council member may be impeached based on a voting process of of 7/12 Council members, or 75 percent majority vote from W.A. members. Regional Delegates would have more influence than regular W.A. members. A proposal approved by all 12 council members will only be able to be veto'd by 7000 unanimous votes of W.A. members other than the council members themselves.
