Ambassador Kyjat: "Ay!"

He makes the tone to get Razowil's attention.

"Rah ɯj œht nahw ɯh dām tæþ nahw lœzōpuhrp towuh ītılærom?"

(Are you the one who made the one proposal about morality?)

Razowil: The draft’s dead, Ambassador, it’s in the past.

He looks at Ambassdor Malich, raises his glass, and promptly pulls some papers out of his briefcase.

Wentapelloven looks up at the Untecnan ambassador's words, quirks her carefully manicured eyebrows and consults her translation app while taking a sip of coffee. While doing so, she takes note of the seemingly overly sympathetic gaze of Catholic America's ambassador at the Macadian diplomat, and shakes her head in disapproval.

"Yes, that draft is quite dead, much alike Macadia's economic potential," she remarks to no one in particular but loud enough for Razowil to hear. "To willingly become part of the World Assembly and then refuse to play by the rules all other nations have agreed to has consequences, severe ones."

She then takes another sip of her coffee and looks at the Untecnan ambassador. "You know what these types of nations always fail to understand, Ambassador? It's that there's an easy and foolproof way to get all the nastiness to go away, to restore their standing in the World Assembly and to have any sanctions or penalties lifted within the blink of an eye," she pauses, taking another sip. "It's to return to a state of compliance! To swallow the ego and agree to play by the rules and laws that this body has adopted. And if there is legislation that irks one nation or the other quite particularly, then the right course of action is to attempt to repeal the resolution in question."

Wentapelloven shakes her head with a somewhat theatrical sigh. "But alas, not every national government is gifted by the Seas with wisdom or insight."

Ambassador Kyjat: "Ī zuhw tahn ŋiōg ɯt zārp tı. Røþær, Ī dıtnahw ɯt kahm tı. H'cuhm røinuhf tæþ āw."

(I was not going to praise it. Rather, I wanted to mock it. Much funnier that way.)

Another shot, downed by the Ambassador, as he begins hysterically laughing.

Ambassador Kyjat: "Çtæþ rāw ɯj rah ŋahr..."

(Thats where you're wrong...)

He makes his display larger, settling down his laughter. If the Ambassador Razowil can see, it is a dispatch from the Imperial Government, stating that in compliance with WA resolution they have placed sanctions on Macadia.

Wentapelloven quirks an eyebrow, and regards the Untecnan ambassador. "By the Seas, he lives in denial. It seems the poor Ambassador is completely unaware of the code and conduct of the World Assembly, and that his nation is in fact buried beneath sanctions as we speak," she says, and shakes her head. "I pity the people of Macadia who have to endure their leaders' foolishness."

She takes a sip. "And no nation is able to remain self-reliant in the face of such severe sanctions. Not even the strongest economies will be able to withstand the WA's sanctions for long. After all, the sanctions are meant to coerce compliance and thus will be extremely painful."

A notification pops up on Wentapelloven's pad. "Ah, there is the official announcement of Her Royal Majesty announcing Daarwyrth's sanctions against Macadia in compliance with WA law. After all, we wouldn't want to risk non-compliance with extant WA legislation, now would we."

Delegate-Ambassador Alexander Smith rushes to the table, or what he thinks is the table anyway, barely keeping his pint of Proper Miner's unspilt. For no apparent reason, he claims that "I thought that particular IAO hearing was next Wednesday at 9:30am, Tinhampton time. No sanctions until we get the IAO's word on how much the fine is and Macadia's word on how they'll pay up. Nobody appears to have remembered that sanctions are for non-payment of fines, not non-compliance."

Wentapelloven quirks an eyebrow. "I believe the hearing had already taken place upon the announcement of Macadia's non-compliance with General Assembly Resolution #603: LGBTIQA Inclusiveness In Schools Act. After all, the gnomes are very fast in picking such things up, aren't they?"

She pauses to take a last sip of her coffee. "As I have not heard anything about payment of the fines from the Macadian government, my delegation and nation have to assume the offending nation has failed to meet the terms of the IAO."

Razowil answers Amabassador Smith: “Yes, I have, also, do you have any information on any upcoming hearings? I’ve heard nothing yet.”

Smith: "As I may have said, I thought the hearing was going to be in a few days - from what I recall, the wheels of justice turn fairly slowly in the IAO. You should try out the Judiciary Committee for size if you think that's bad, mind. But if you've been told how Macadia's going to pay the fine by your employers already, then I suppose that the meeting's already happened - and the calendar feature on my phone's a little broken if that's so, too.
"Contrary to what most people believe, international law doesn't require immediate sanctioning for non-compliance: instead, a committee collects evidence of non-compliance and sends it to the IAO, who hold hearings to determine whether a fine is appropriate and reach a conclusion as to what that fine should be. As far as the law's concerned, if you have a timely, sensible plan to pay your dues, you're golden. If the government reverses its non-compliant stance, it breaks out of sanctions in that case as well. But if you're not going to pay and you aren't in compliance, then - and only then - that's where the sanctions kick in."

OOC: all either of you have said is just that your finally putting sanctions into place, I’m not attempting to prove anything, it would just be that much more formal, and proper, as we’re all civilized nations. Plus it could add a bit to this whole rp.

“No hearing has taken place yet, but since these sanction threats were first made, plans on how to deal with them when they come into effect have been arranged. We like to be proactive, you understand, Ambassdor.”

OOC: But you're not agreeing to play by the WA's rules. Why should anyone then agree to play by yours? If you agree to play by the rules everyone else in the WA has agreed to, then we can start talking about formal telegrams and what not. Until then, this is the consequence of your choice.

WA or not this is just customary if we even were rping to begin with, I would like specifics of sanctions, and would like to actually deal with them more officially than just this. But if that’s how you’re going to try and put sanctions into place, so be it, it’s a little informal. Anyway-

Smith: "So my initial hunch about the hearing not having taken place yet was right. Sanctions for non-payment of IAO fines are not required until those fines are handed down, which can only result from hearings arranged pursuant to Article I.1 of the Administrative Compliance Act, which have evidently not taken place yet. To be clear, Tinhampton will not engage in unilateral, non-mandatory sanctions - and while your nation is awaiting potential fines from the IAO, I'd like to do everything within my power to make sure that you have a sustainable, good-faith plan for paying them off. Before it's too late, naturally."

At least Maria vyn Nysen had a sense of humour."

Wentapelloven: "I'd like to remind the Delegate-Ambassador of Tinhampton that the fines issued by the IAO are not meant to be a small donation to the WA's coffers, but instead are supposed to coerce compliance. If the fines were to be sustainable, GAR #440 would not have stated "in no case less than what will reasonably coerce compliance from member states". While we consider it noble of your nation to offer such assistance to a state that declares itself non-compliant and refuses to devote itself to international cooperation and camaraderie through such an act, we question whether it is prudent, as non-compliant states should not be rewarded for their behaviour.

And as Maria vyn Nysen and I have been friends for many years, I can assure you that she'd adopt a similar course of action as I have now."
