Welcome to NationStates, and specifically the GA. Before trying to propose legislation yourself, please read the rules and at least some of the previously passed resolutions. In addition, I recommend that you spend some time hanging around this forum and reading the debates on other proposals before making a proposal yourself.

As my colleague said above, welcome to the Festering Snakepit. Most participants fare better by reading and commenting on others' proposals, rather than making their own threads. When you do develop your skills as an ambassador, you should keep in mind that posting a general question such as this one is inadequate, and you should instead post drafts for legislation.
