First of all, since I have absolutely no fucking idea what you are talking about, I can only assume you got a Regional Recruitment Telegram from someone you disagree with.

Here's what you do about that.
Go to Settings, hit the button that says "Telegram Preferences".
Check the box that says "Block Recruitment Telegrams".

And that's it.
The World Assembly is neither capable, or willing, to close down a region, or its recruitment program because you disagree with their ideology.

OOC: As a fellow fairly new player in this game, All I do when all these regions try to pry me from The Pacific is to delete their telegrams. That's all. I have seen some weird regions, but I choose to ignore them, like how we try to ignore those "weird" countries IRL.
