I would like to clarify, author, that I don't find this a bad proposal... It is written fairly well. It just happens to be illegal. Read through the [unrepealed and not themselves repeals] GA resolutions (or at least their titles), find out something you think we need that isn't already a law, and draft it.

Lack of WA membership still allows for them to have a voice in matters.
