[Draft] Chemical Weapons Ban

Hello all WA members
I have drafted a resolution aiming to ban chemical weapons.
I would appreciate it if you were to review the draft and suggest possible changes to the proposal.
The resolution is as follows:

Ban on Chemical Weapons

Category: global disarmament
Strength: Significant
Draft by: The Peoples Republic of Navastrovia.

Description:

Defining chemical weapons as munitions and devices, specifically designed to cause death or other harm through the toxic properties of those toxic chemicals.

Understanding that these weapons kill indiscriminately and can be easily mass produced.

Understanding that the nature by which some of these weapons kill is slow, torturous and excruciatingly painful.

Calling for the elimination of such weapons by prohibiting the development, production, acquisition, stockpiling, transfer or use of chemical weapons by member states.

Mandating that member states must enforce this resolution within their own jurisdiction.

Granting member states currently in possession of such weapons six months time (after the passing of this resolution) to destroy their chemical weapons arsenal.

Calling for the creation of the WACIO (World Assembly Chemical Inspection Organization) to investigate member nations believed to be developing chemical weapons.

Mandating that member states commit themselves to inspection by the WACIO if accused of possessing chemical weapons.

Calling for the international condemnation of member nations who fail to comply with these provisions.

No, but there's one regulating them.

Also, substantial elements of your proposal would appear to be plagiarised from the RL Organisation for the Prohibition of Chemical Weapons.

I believe the regulating of them, currently in effect, is quite sufficient to control their usage and that an outright ban is not required. As written you would seem to be banning non-lethal agents such as crowd control along with the lethal agents, throwing the baby out with the bathwater as it were.
Overall, I see no need for this as other than banning what is already heavily regulated, it does nothing existing law already does.

Personally I am all for a ban on chemical weapons or any weapons of mass destruction but the thing is a resolution has already been passed dealing with the issues of chemical weapons. If you want to ban chemical weapons you must first draft a repeal of resolution #272 before passing new legislature banning the use of chemical weapons. Keep in mind that your resolution cannot contradict previously passed legislature. This is how laws are passed in the WA.
