Chemical Defense Proposal

I propose that if chemical warfare (such as gases and nuclear power) is used upon a nation that, if they don't hold nuclear weapons, are supplied by other nations with them. This meaning that the battle is equivalent to both sides and it shall remain upon a battle of endurance and strategy. But, the country being attacked shall only be supplied once as to not give them an advantage.
