DEFINING "pass-wording" as a technique to limit the flow of nations into a region

DEFINING "password Grieving" as a technique that invading parties use to hold onto the region unjustly, which is an evil practice.

DEFINING "invaders" as the group most likely to use this practice to destroy regions.

DEFINING "natives" as those nations present in a region prior to the invasion, but cannot be those who enter a region for a long-period of time with the intent to invade at a later date.

DEFINING "defenders" as the great and moral force pitted against invaders who deal in the practice of "password Grieving"

The World Assembly does hereby:

1. Write and sign a declaration of support for those nations that defend against "password Grieving"

1. Set up a defenders committee that will foresee all liberation's necessary to bring peace to the world.

2. URGES all nations to disavow the practice of "password Grieving".

3. URGES all nations to support stability and peace by supporting the aforementioned defenders.

4. Nevertheless, understanding that "pass-wording" must at times be used by defenders to bring stability to a founder-less region, provided that a good-standing native be given the position of founder.

3. URGES all nations to follow the lead of "Defenders" and support stability and peace by supporting the aforementioned defenders.

4. Nevertheless, understanding that "pass-wording" must at times be used by the region of "defenders" to bring stability to a founder-less region, provided that a good-standing native be given the position of founder.

The Security Council Hereby Commends the region of "Defenders".

I must answer your question with a question what is meta-gaming? But i do know this ruins raiding and defending for everyone.

But don't worry, the WA Security Council has already supported the bulk of your operative clause's legislation anyway...

The Security Council is a chamber dedicated to the dissemination of inter-regional peace and goodwill, via force if necessary.

Metagaming is to claim power over something you don't have power over.

The GA has power over nation's stats, so it doesn't concern itself with regions, or the military actions of regions.

The SA has the power to legislate action towards nations or regions, which effect the mechanical make-up of the Game.

This draft (particularly the URGING clauses) sort of fall under the principles and duty of the SC, however also fall through the cracks between both of the two councils ... thus this legislation cannot be supported legally by either council.

I suppose you could commend the region "defenders", and suggest that regions should be more like them. But I don't know how popular that would be, legislation-wise. :(
