I am new in the game and i would to know why it isn't possible endorsed other nations that don't came from the same region. It is possible change that?

OOC: This should probably have been posted in Technical, but endorsements are for regional delegate selection. Cross-regional endorsements would defeat the point of regional delegates. So, no, for all intents and purposes, it isn't possible to change that.
