Would anyone help me create a proposal to outlaw illegal surveillance, preferably someone more experienced at creating proposals.

If someone else wrote it up, I'd expect them to be the author, not you.

The "illegal" bit confuses the hell out of me, but if what you're doing is trying to stop me from setting up cameras all over my nation's towns and cities so I know exactly what's going on all the time, I'm not going to let you.

The Right to Privacy Act comes to mind...

4. OUTLAWS the use of espionage or covert surveillance programs performed without the knowledge of the citizens with the intent of monitoring citizens or acquiring their personal information unless authorized by law; also outlaws invasive searching of citizens by law enforcement without reasonable cause for suspicion.


The proposal already exists as a clause in a resolution.

Further, I think you'd meet great opposition to those who believe the state has every right to view and document the lives of their citizens, without warrant or reason. Some nations, for example, would argue that unwarranted surveillance could cut back on terrorism and plots of insurrection. It would be a hard sell.
