My suggestion to counterterrorism flaw, instead of counterterrorism have it be, random example, the justice league of farts who defend airports from bombs, guns, and other stuff.

Yeah exactly, don't make the Act simply about terrorism, it should be about increasing the safety and security of air travel against all possible threats.

The problem with the way the act was written was that it conflicted with earlier resolutions that were already passed. Redundancy is not permitted. Further, the act that is being proposed cannot conflict with earlier acts and needs to account that the level of technology suggested would either be out of the reach of some nations who haven't developed that far, or would be too-out-dated for more futuristic ones. Hence, the need for a less specific proposal in this case.

Ok... Later today I will re-draft this proposal again for the suggestions made to combat "All possible threats on any means of mass transit."

Well, please keep it general. The breast-milk, the full-body scans, the aerosol cans, the crochet hooks -- no, you didn't say crochet hooks, I'm exaggerating -- every detail you add gives someone else something to object to. Aim for the most generalised possible description. And write to the category, don't try to shoehorn it into a category after it's done.

BTW, have you checked out International Transport Safety? Not in conflict with your aims, but best to be aware of it.

Actually, after further review, even if it applies to "mass transit vehicles" and any form of danger, it still conflicts with with the Prevention of Terrorism Act so hence, I cannot and will not submit the weaker re-draft that has no validity. I would appreciate if no one continued to post here so this thread can die of natural causes.
