[ABONDONED] Eradication of Disease Act

Postby The Sovietyeto » Wed Mar 12, 2014 11:22 am

ERADICATION OF DISEASE ACT
A resolution to modify universal standards of healthcare.
Category: Bioethics
Strength: Strong
Proposed by: The Sovietyeto

AWARE that dangerous diseases near eradication have killed or harmed countless people.

ACKNOWLEDGING that eradicated or near eradicated diseases are rarely vaccinated against and could cause serious epidemics if released.

DEFINING "near eradicated diseases" or "NED" as any disease or pathogen near extinction as declared or otherwise classified by the World Health Authority.

FEARING that these diseases are not yet completely eradicated.

The World Assembly Hearby,

EXPANDS the mandate of the World Health Authority (WHA) to include the following:
a) The authority to define and classify diseases.
b) The allocation of additional funding to discover, classify, and monitor all diseases as pathogens.
c) The sharing of all knowledge on these diseases to all member nations.
d) The advising of all member nations based on the aforementioned measures.

REQUIRES that all member nations take any practical, reasonable, and required measures to curtail the spread of dangerous or rare diseases.

ENCOURAGES member nations to cooperate with non member nations to take the appropriate actions with all diseases classified as "near eradication".

FORBIDS the weaponization or intentional breeding of pathogens or diseases which are classified by the WHA as "near extinction".

MANDATES that all stores of diseases near eradication in any form are either destroyed in a safe manner or sent to be securely stored by the World Health Organization.

FURTHER MANDATES that any cases of diseases classified as "near eradication" be immediately quarantined to restrict the spread of the disease.

STRONGLY URGES that member nations take it upon themselves to create inventions, innovations, and vaccines to help the WHA in its goals and all people to love healthier and more secure lives.

FURTHER URGES that member nations take measures to stamp out or otherwise limit diseases and their spread.

I thank you for your response to my proposal. You have unearthed this which I seem to have missed. Thank you for your peer review of my proposal. I have abondoned this as it is against previous resolutions of the WA.

"Personally, I think it's a shame to abandon this altogether. While some elements of this may duplicate previous legislation, a concerted effort against infectious disease is something the WA has yet to tackle. And we have to use those new categories for something!"

I have moved to lock this thread. I shall not abandon the fort altogether though. You may find a more reformed version of this later in the future. However a fair mount of this resolution has been effectively gutted. I will work on rewriting this for the ground up and taking a more educated stance on this legislation. I thank you for your concern and time.
