SUBMITTED:Genocide Prevention Act

Genocide.— Whoever, whether in time of peace or in time of war, in a circumstance described in subsection and with the specific intent to destroy, in whole or in substantial part, a national, ethnic, racial, or religious group as such—
(1) kills members of a specefic/certain group;
(2) causes serious bodily injury to members of that group;
(3) causes the permanent impairment of the mental faculties of members of the group through drugs, torture, or similar techniques;
(4) subjects the group to conditions of life that are intended to cause the physical destruction of the group in whole or in part;
(5) imposes measures intended to prevent births within the group; or
(6) transfers by force children of the group to another group;
or attempts to do so, shall be punished as provided in subsection.

Punishment for Basic Offense.— The punishment for being convicted of Genocide is the Following—
(1) The Nation's general's and Leader's shall be executed by firing squad - If the Death Count Exceeds 5,000,000.
(2) The Nation's general's shall be executed by hanging - If the death count Exceeds 3,000,000.
(3) The Nation shall be ordered to make a Public Apology, worldwide, and forced to pay $1,000,000 to the nation's of that Religion/Ethnicity, per the Million Populace which was brutally killed.

Ways for The World Assembly shall avoid Genocide worldwide.
(1) Semi-Annual checks on nations of certain concern.
(2) Requesting nations to send annual reports of any: Revolutionary Acts within their government, Military attacks, Their Populace opinion towards certain races.

THEREFORE:The World Assembly Hereby passes the Genocide Prevention Act.

There is nothing wrong with it, in fact this was modeled after it, however it doesn't mention the punishments the offending nation shall recieve

You're reproducing a lot of the Convention Against Genocide in this. That alone is probably enough to render it illegal. Also, why do we need punishments for it? There is mandatory compliance. With the Convention in place, no WA nation may commit Genocidal acts.

Anyway, I would be opposed simply for punishment 3. We don't have currency and I know that other nations out there are in the same situation. Also, what if nations have outlawed the firing squad or hanging? Problem there. Could also be that some nations have no death penalty. There's lots of problems.

I'd change that probably to definitely. This duplicates an existing resolution and is illegal.

The Protectorate of the GDF won its nation from the Refusal Wars, an act that cost 20+ million citizens and soldiers to perish. To cease the assault on the main rebel forces, myself and the 17th RCT proceeded on an overnight headhunter op, capturing and eventually executing 300+ officials and enemy officers at the Sawa Grand Square. The actions we deemed necessary to seize the PoGDF, left millions dead at our feet. We could never be onboard with this.

I'm not all too keen on having fixed numbers when defining genocide but wither way the existence of an active resolution on this theme makes the draft unnecessary, although this does not imply that it cannot be a replacement as long as you repealed the old version, then again the replacement needs to impress many.
