Thats why i sugested making this an issue so that each nation can deal with it seperately according to their own beliefs. Nations that want to do something can, those that dont want to do anything can not do anything then alot more people are happy (Except those that wanted the WA to have a position on this and some global action on the issue of course).

OOC: We've already got the issue 'Power Problems Need Bright Solution', which would seem to cover this concept...
The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.
Author of some GA Resolutions, via Bears Armed Mission; subject of an SC resolution.

CARBON POLLUTION REDUCTION SCHEME

:-I quite agree with it since the world is heating up & we need a quick solution

:-Might i suggest of using Hybrid Technology or Hydrogen Fuel Cells in our vehicles

:-Another law should be that companies that gives out huge sums of carbon should be fined or BETTER Bankrupt

should you wish to rape your own economy, please, you are quite welcome to do so. However, the rest of us do not share your vision of a wonderful future of happy organic farmers singing kumbaya while mowing the hay.

The Republic of Jeffro Topia must express there disapproval of this current proposal. The taxation on the nations energy producers is unacceptable. Secondly how can a young nation switch from inexpensive coal to much more expensive energy sources such as solar or wind? The proposal states the WA will assist but how much? The complete hauling of the energy system for any nation with be far greater then the WA can handle in my opinion. Lastly with recent news on the forging (tweaking) of some global warming data the Republic of Jeffro Topia can not support the current proposal.

(3) This resolution does not prohibit public ownership of electricity industries.
(4) Encourages nations to set targets for emission cuts by the time that the polluting energy sources shut down.
(5) Gives the individual nations the right to choose which renewable energy source they would like to adopt.
(6) Encourages the disuse of fossil fuels.
(7) Establishes the World Assembly Renewable Energy Fund to assist nations in implementing renewable energy initiatives

Suggestions?

While not being part of the WA, I am bored right now, and thought I'd putter around the old stomping grounds a bit. Where to begin...

ALARMED that the planets throughout the universe is warming at an increasing rate as a result of greenhouse gases being trapped in the atmosphere.

This is an incorrect fact. Greenhouse gases, while possibly holding more heat within the Earths atmosphere, are not present in high enough concentrations to affect the Earths global climate in any significant (or even light) manner. The main causes for heating and cooling cycles on Earth is the amount of energy radiated by the sun, and convection currents of the Eartths molten core.

BELIEVES that legislation must be urgently enacted to bring an end to Climate Change.

This is impossible. Humans cannot change the global climate to keep it in stasis. Anyone suggesting we can needs to have teir ego deflated. Humans are not even close to powerful enough to even attmept anything close to this, mostly because greenhouse gases are warming the Earth. In fact, the Earth is currently in a cooling cycle.

(1) Mandates the shutdown of polluting energy source stations 15 years after the renewable energy plant of the nation's choice has been operation.

This is completely impracticle. Developing nations have no money for exspensive renewable energy's like hydro, wind, or solar.

While I have nothing against what this legislation is trying to impose, I do have a problem with why it's trying to impose it. A single volcanic eruption releases more greenhouse gases into the atmosphere then humans have ever released, since we discovered fire. What causes the Earth to cool and warm is out of our hands. Now, reducing the amount of greenhouse gases in our atmosphere is important, don't get me wrong. Pollution increases health problems already present in humans, and generally isn't a good thing. Edits should be made to re-direct the focus of this. To reduce greenhouse gas emissions for the purpose of increasing the health of nations worldwide, not to try to stop global warming. i think that this proposal will gain more support if these changes are made.

CARBON POLLUTION REDUCTION SCHEME

ALARMED that the planets throughout the universe is warming at an increasing rate as a result of greenhouse gases being trapped in the atmosphere.

You are creating events that you cannot be sure are actually happening here in the NationStates world. How do you know that our climate is changing? My issues certainly aren't saying that. And why "planets?" We're all on the same planet, I believe. In RP we might not be, but gameplay-wise, yes, we are. No, the General Assembly does not apply to roleplaying.

If you're going to dictate events here in the world to us, there's a different forum for that.

ALARMED that some nations are not doing anything to reduce their greenhouse gas emissions.

BELIEVES that legislation must be urgently enacted to bring an end to Climate Change.

How exactly do you know that climate change is happening here in NationStates? Once again, you're dictating events.

Hereby enacts the following,

(1) Mandates the shutdown of polluting energy source stations 15 years after the renewable energy plant of the nation's choice has been operation.

I've got two words for this clause.

HELL NO.

If you're trying to absolutely demolish the ability of poorer nations to properly function, congratulations - this clause will do so quite effectively. Do you have any idea how detrimental to these nations it would be to take coal and oil away from them, while they cannot afford to supply their people with expensive and less reliable solar and wind electricity? They'll be out in the woods!

Would this also ban nuclear power?

No! This will absolutely not be happening!

(2) Encourages governments to hand electricity industries to private investors to assist in the change over from polluting energy sources to renewable energy sources.
(3) This resolution does not prohibit public ownership of electricity industries.
(4) Encourages nations to set targets for emission cuts by the time that the polluting energy sources shut down.

You can encourage me to, but it don't mean I'm gonna do it.

(6) Encourages the disuse of fossil fuels.

You've done more than just "encourage the disuse" of them. You've practiclly banned their use altogether. I can only see fossil fuels being used in vehicles after the passing of this resolution.

(7) Establishes the World Assembly Renewable Energy Fund to assist nations in implementing renewable energy initiatives

"Fund?" I'm not going to be funding it.

Look, don't get me wrong - my nation actually does use renewable energy sources. In fact, we have an incredibly clean n' pristine environment. However, I'm not going to force this onto other nations. My nation's economy is doing rather well, and I have the money to pursue these interests - however, there are those that do not have this sort of money, and I'm not willing to force them to kill their economies and screw up the international economy because they should make their land pretty.

I agree with all of that, we currently use Nuclear Power, so we only use fossil fuels for transportation, but I don't want to fund other nations, or force them to kill their economies to fit this bill.
