"My initial comment is: just how do you propose to stop people from committing these 'terrorist acts' based on religious beliefs? You can say they are prohibited all you wish, but it in no way keeps them from it. Laws don't stop criminals, and terrorists are just criminals. Most nations have laws against terrorist acts already, what makes religiously motivated ones any different, or special. And for some nations religion is politics/ the government. Are you trying to make theocracies illegal?"
