Repeal Biological Weapons Conference

On behalf of all just nations who are forced to submit to the futile handicap of General Assembly Resolution # 65, Biological Weapons Conference.

DEFINES biological weapons as:
1)Any form of an infectious or biological agent of any kind that is intended to cause death, permanent illness, or injury.
2)This includes but is not limited to biologically-derived toxins and poisons, living microorganisms, and toxins.
3)Any synthetic agent that mimics agents listed in the above two sections.

ALLOWING member states to use the afore mentioned biological weapons.

ACKNOWLEDGES that biological weapons have few defensive uses.

QUOTING General Assembly Resolution # 10 Nuclear Arms Possession Act "WA members are outnumbered by non members by about 3 to 1"

STATING that like nuclear weapons, biological weapons key defensive use is that of a deterrent against hostile actions from belligerent states.

APPALLED that the few nations that uphold the key values of the World Assembly can be handicapped in this manner.

NOTING that the diversion of military funds to "safe" disarmament of biological weapons will weaken these law abiding nations against belligerent aggressors.

EXPECTING that member states will take appropriate measure in the use and storage of Biological Weapons.

Honoured ambassador, the repeal cannot quote from other passed resolutions, other than the one you are targeting: also, it cannot introduce new legislation which contradicts the original (#65). Repeals can only repeal resolutions, it only does what it says on the tin.

"The "futile handicap" of being banned from starting plagues that might spread beyond their intended targets to affect not only your own people too but ours as well? That doesn't look "futile" to me, it looks like a bloody good idea.
Although my own nation is currently not a member of this organisation we are complying voluntarily with that Resolution anyway, and will continue to do so."

We find ourself echoing the points raised by Ms Harper: a repeal must actually repeal, which this does not, and must not introduce new legislation, which this attempts to do.

On a more minor point, we find the use of "ALLOWING" a little liable to generate confusion. Common practice is to leave such continuous tenses to preamble clauses, and using a simple tense ("ALLOWS" for example) for those clauses which are intended to have an effect.
