Description: The World Assembly,
DEFINING "firearm" as "a device, designed with the intent to be used as a weapon and of a size that it may be conveniently transported, carried, and operated by an individual being, which launches projectiles at a velocity such that the kinetic energy transferred by the impact of the projectile upon an object is sufficient to cause life-threatening injuries to living beings",
UNDERSTANDING that there are many legitimate uses which justify the private ownership of firearms,
NOTING that there are many valid reasons to place restrictions on the ownership of firearms,
REALIZING that ownership of firearms is an important cultural aspect or simply a matter of practical necessity in many World Assembly member nations,
CONVINCED that attempts by the World Assembly to enact binding firearms legislation upon all member nations are exercises in futility,
BELIEVING that placing restrictions on the ownership of firearms is a matter best left to individual nations,
HEREBY
(1) DECLARES that the right for individuals to own firearms is a right granted by individual nations,
(2) PRESERVES the right for individual nations to completely prohibit the possession of firearms within that nation if they so choose,
(3) PERMITS individual nations to place restrictions on who may purchase, own, and possess firearms in that nation,
(4) PERMITS individual nations to ban or restrict the sale, ownership, and possession of certain types of firearms within that nation,
(5) ENCOURAGES member nations who permit firearms ownership to take steps to promote the safe handling and use of firearms by their citizens.
