[DRAFT] Anti-Piracy Act (GA Proposal)

A proposal to expand free trade and nullify piracy. Please let me know if there are any errors or if this repeats an already passed act, as I am relatively (though not entirely) new to writing proposals, and may need criticism.

Description: an act to nullify piracy at sea and in trade.

Argument: Free trade is necessary for nations to flourish, but some individuals entitled "pirates" try to steal goods traveling by sea and occasionally land, often for their own selfish greed, though there is an occasional justifying reason behind it. Pirates attack convoys, destroy innocent lives, and nullify trade. These individuals must be brought to justice, and most pirates will fight to the death when engaged in battle to prove their bravery, though not always the case. However, as many lives must be spared as possible, so this act forbids killing surrendering pirates.

The GA:
PROMOTES free trade between nations and regions,
is SHOCKED that individuals would try to steal goods coming from nation to nation, possibly even their own nation,
RECOGNIZES that some goods are stolen simply because of a lack of the good in question leading to poverty or starvation,
GRANTS judges and juries the power to trust their discretion on whether the crime was necessary for survival,
ALLOWS sailors to hunt down and kill known pirate if they do not surrender,
FORBIDS killing surrendering pirates, imprisoning them is allowed,
TRUSTS "bounty hunters" to follow the above restrictions

It's on the first page of the Passed Resolution thread. A word search for "Piracy" brings that right up. It's not hard to find, so a bit of mocking for laziness seems to be entirely in order.
