corporal punishment will not be allowed at all cost

students have a right to express them self freely to the government about the study coarse

the government will organize student friendly study systems

ragging is a crime and will not be tolerated

teachers and students both will be monitored by the government in school

Not exactly a right you've listed here.

You could try 'right to a small class size'.

Not always possible. Some places just may not have enough teachers to accommodate a small class size. And I wouldn't see that as a right. More like a privilege for going to a school that has enough teachers or has a small student body. If you're going to dictate class size, then you need to determine what qualifies. For primary and secondary, it could be no more than thirty students per teacher.

True, but as the OP didn't define any limits I figured I'd throw it out there.

" Students have the right to qualified instructors

" the right to form their own opinions about matters of belief and politics

" the right to remain free of harassment

" the right to facilities and resources conducive to education

This is just a start.

[OOC, as a teacher IRL, I'd like to add that students have a right to fail if they deserve it, but that is probably not very diplomatic!]

I'd like to see safety come into this as well. Kids do bring weapons to schools and sometimes those are used to threaten other kids and teachers. It should be addressed.

(OOC: I'd have to agree with you on both points. The right to fail if they're deserving. Alas, it's not too diplomatic. The right to unbiased grading, however, that should be in there. I failed a class just because the teacher didn't like me. Grr. Took me forever to get the grade overturned.)
