I feel that the official drug policy of America has done nothing but harm. In America the incarceration rates has exploded from drug prohibition rising from 200 Per 100,000 (0.2% of the population) to 743 Per 100,000 (0.743%). In America 25% of the entire prison population is nonviolent drug users. 12% of the entire prison population or half of the drug inmates were people who consumed marijuana. In my idea that I hope someone proposes to the Assembly, I propose that the non-recreational use of Marijuana be legalized for people 21 and older and that all other drugs offenses have federal fees and fines instead of jail time. If my policy were adopted, in America the incarceration rate would fall to 557.25 per 100,000 instead of the 743 that it is currently at giving law enforcement officials more money to combat more important crimes such as rape, murder, etc so they can make there local area safer. Also with the legalization of marijuana that this act would do, your individual nation could tax the product however you pleased bring in millions if not billions of dollars to your governments while at the same time weakening the Drug Cartels. If you don't believe me just look at history and how much weaker the mafia got and how much the Murder rates fell once Alcohol was legalized. (Murder rate decreased from 9.7 to 6.0 per 100,000 or by about a third in the first 10 years taking place after prohibition was ended). A vote for this act will give you a happier, safer, richer society. Please support this legislation!

Federation of Luna is strongly in favor of drug legalization -- in fact, we are remarkable as a nation for our lack of drug prohibition of any kind.

However, it is also our belief that General Assembly legislation should not be intended to micromanage member state policies, but rather to create legislation that benefits the international community, whether that be of nations or of sapient beings. Seeing that the nation of Stronbolia has shown only reasons why it would benefit individual nation states to adopt liberal drug policies and has not shown why the international community would benefit from their mandate, Federation of Luna cannot support such a proposal.

Furthermore, Federation of Luna has opposed numerous proposals in the past in which it agreed with the sentiment of the legislation but could not support its execution, most recently the Animal Protection Act. As a nation, we cannot pledge our support to any proposal without seeing a draft of the legislation.

OOC: America, or at least the RL United States of America that you refer to, doesn't exist in NationStates. Read this and this before you submit proposals. You have a good idea here, but you have to write a proposal before we can even begin to consider it seriously.
