I would like to propose a statement that would give the World Assembly Headquarters a claim on a region of open waters. A place for all WA members to go for open trade and an open region to (if ever necessary) defend the WA from rogue nations. I believe it would give a strong and secure foundation for the presiding area of the WA. What do you think?

I think that a proposal granting the WA territory to defend would be a meta-gaming/mechanics violation. As such, your proposed statement might be illegal.

If not, go for it. It's certainly an interesting idea.

A resolution to improve world security by boosting police and military budgets.

Description: ACKNOWLEDGING the point of the General Assembly Resolution #8's reasons of reserving a territory for the World Assembly.

FINDING IT NECESSARY to preserve and claim territorial water of the World Assembly.

SEEING a need to boost WA defenses in case of rogue attacks is necessary along coastal lines.

THROUGH THIS, this document declares:

a) Coastal waters in a fifty mile radius of the World Assembly territory is considered waters of the Assembly.

b) These waters are closely watched and defended by the WA nations.

c) Any nation wishing to freely negotiate or address the Assembly by naval or air transportation through these waters are allowed.

d) Acts of hostile action or threat in these waters among WA nations is not acceptable.

e) WA waters is to be a place of peaceful and neutrality throughout all neighboring conflicts.

Bearing in mind that if those waters are within twenty-four miles of any WA member-nation then they're legally within that nation's own territorial waters, potential contradiction of 'Law of the Seas'...
